He stated Building Inspector had no objectian <br />Mr. Grant asked Council <br />wbare they might be able to locate, if it would have to be out of the business district. .Councilman <br />,,,organ moved that this be referred to the Planning Comnission,.Seconded by Councilman Jones, Mr, <br />Grant <br />was informed that the Planning Commission met in the Council, Chambers Tuesday, November 14th at 8 p,M. <br />and for him to appear then and take the matter up with them. Motion carried. <br />a��ST FOP. PERI:iIT FOR PRIVATE PATROL SERVICE BY R. ROMAN OF SAN MATEO. Mr. Roman had contacted police Chief <br />Council. He offered patrol service to the merchants, checking <br />good and he had referred him to the City <br />doors, etc., services to be paid for by the individual merchants. He would hire R C residents approved <br />by the Chief of Police. Chief Wood offered an investigation if the Council wished. Councilman Morgan <br />moved that Chief Mood investigate and bring back a report at the next regular meeting, seconded by <br />Councilman Spillers. Councilman Granger suggested amendment to motion that that the applicant fill <br />193 <br />out prepared application for the Chief which was accepted by the maker and second. City Collector stated <br />a Pee of p12 per year covered the general business license. Mr. Roman stated he had a State License, <br />had operated 3 years in San Mateo and 16 in Vallejo. His men were deputized by the County Sheriff to <br />insure their ability to carry fire arms, wished full cooperation of the City Police and would give <br />cooperation to members of the City. Motion carried. <br />;SPIER FROM PARK & REG COM RE TURFING AT TAFT SCHOOL AND LETTER OF RECOISENDATICN FROM CITY MANAGER. Taft <br />School in Friendly Acres area was in need of recreational facilities and the members of the Recreation <br />Committee felt that a joint project vri.th the City and Elementary School System in developing this area <br />would be the most economical. Park Supt. Pasco Balzarini submitted cost estimate of $2,131.36 including <br />installation of sprinkler system and 6 months maintenance. City Manager informed the Council in his <br />letter of recommendation that this would include installation of sprinkler system and turfing of approx- <br />imately one acre., portion of first cost and future maintenance to be financed by R. C. Records show that <br />similar arrangements were quite common in other communities and it might be desirable for the City and <br />local school authorities to enter into similar arrangements from time to time in the future to provide <br />maximum of recreational facilities at minimum cost to the public. He suggested a suitable form of <br />mitten agreement, specifying responsibilities and obligations of each party concerned, in order to avoid <br />any possible misunderstandings due to constant changes of both School and City <br />personnel in the future. This <br />would be necessary in order to determine the source and amount of City funds which would be needed <br />immediately, and for annual appropriation which would be required for the City1 s share of future main- <br />tenance and operating costs. There was some objection to this on the grounds that the schools might <br />notalvrays cooperate. It was noted however that play areas were needed for the children. City Manager <br />thought the estimate could be modified. Councilman Royer moved that a committee of two Council members <br />be appointed by the Mayor to meet with City Manager Rolisonp Park Superintendent Balzarini, Red Morton <br />Director of Recreation, the School Authorities and City Attorney Currie to draw up a contract for Council <br />', approval. Idotion was seconded by Councilman Spillers and carried. Mayor Britschgi appointed Councilman <br />Royer as Chairman and Councilman Spillers. <br />R2 ST FOR CONSIDERATION OF 'TAXICAB FARE INCREASE - LUXOR AND YELLONT CAB COS. Councilman Spillers stated the <br />committee consisting of himself and Councilman Herkner had met with the taxicab companies and thought <br />their request of fare increase in letter of November 2 was a reasonable one due to increased cost of opera- <br />tion and request for increase in salary by employees. They asked <br />for increase in present rates from the <br />Present Ito¢ for the first <br />304 mile and 30¢ for each additional mile to �0¢ for the first 3�4 mile and !t0¢ <br />for each additional mile. <br />Councilman Spillers moved that request <br />be granted and that City Attorney Pre - <br />Pars amendment to taxicab <br />ad <br />ordinance, seconded by Councilman Jones <br />and carried. <br />i <br />i <br />, <br />'t <br />
