<br />a pipe removed and risk a suit. He was willing -to do something if it was possible.
<br />Councilman Granger suggested this be placed on the agenda so the residents would know
<br />Council was trying to do something about it, if it was possible.
<br />GUTTER REPAIR FULTON BETW. BREWSTER & HOPKINS, JOE SIMMONS, 400 Block. Councilman Granger
<br />stated the gutters had been repaired across the street and wondered why they had not
<br />beeo repaired on the opposite side. City Eng. Jain stated no policy had been established
<br />until property owner had petitioned for permanent gutters. His Dept. had received no
<br />instructions to fix any other gutter's. Councilman Granger suggested fixing some side-
<br />walks with asphalt, and Mr. Jain stated they ordinarily tried to do this, but it was not
<br />the City's responsibility. Some time ago ( June 19, 1950) City Eng. requested policy on
<br />reconstruction of asphaljr and dirt gutters in re to area -wide assessment district to pro•
<br />vide construction of concrete gutters over all streets where none existed.
<br />CONTROL OF TRAFFIC DURING HOLIDAY SEASON. Opinion was devided on this. Councilman Granger
<br />thought more consideration should be given in re to traffic, and Councilman Royer thought
<br />traffic rules should be enforced. Mayor Britschgi thought pedestrian rules should beob.
<br />served and people should use thl cross walks. Chief Wood stated theywould be so busy
<br />controllbng traffic that parking regulations would not be strictly enforced, as they did
<br />not have enough personnel to do both.

<br />PARKING ON EL CAMINO REAL BETWEEN OAK ANDROOSEVELT. Councilman Spillers moved that this be
<br />referred to the T"raf. Study Commitee, sdconded by Councilman Morgan. Chief Wood stated
<br />a spot survey had been made and there were a very small number of all day sleepers
<br />that parked all day. Motion carried.
<br />TREE STUMP CORNER DUANE, AND BROADWAY. Councilman Spillers asked City Manager who was re-
<br />sponsible in re to moving this stump. *Park Dept. cutttthe tree down. Councilman Spillers
<br />moved City Manager instruct Park Dept. to remove the stump, seconded by Councilman Mor-
<br />gan and carried.
<br />CITY ENG. REPORT DRAINAGE DITCH OAK RIDGE, MURPHY TRACT. Charles Howard appeared and exp-
<br />lained his predicament.in re to water surrounding his home. A long discussion ensued.
<br />Mr. Seely had filled in his lot and the water drained onto the lower level of Mr.
<br />Howards property. He was up to his knees in water in an effort ort to get it out over the
<br />week end, and claimed his property was being ruined. His neighbors refused to take
<br />down fences for a ditch across their property to drain this water. He thought Murphy
<br />Const. Co. was responsible for building in this lake area and c ould not under standwhY
<br />he was given permits to build here knowing the condition in the rainy season. There was
<br />a utility easement across the lots but Mr. Jain did not think the easement could be
<br />used for a ditch, that the drainage would have to go underground He su Sesta an under
<br />ground pipe with a catch basin at each end at a cost of approximately �1000.Mr. Jain
<br />had submitted a report on this flood condition and it had been estimated in Jan. 1950
<br />that the cost would be approx. 03000 to construct a storm drain and necessary catch
<br />basins either along Canyon Rd. to the creek or along the public utility easement east
<br />of Canyon Rd. to connect with the storm drain in Jefferson Ave. He ask that the Council
<br />determine what aid, if any, could be given to this project so that he might notify the
<br />County Engineer.
