<br />Director of Civil Defense. Councilman Granger moved this be a matter of record in the
<br />minutes and that the Council approve joint coordinating between City and County on mutual
<br />aid, seconded by Councilman Spillers. Mayor Bristchgt said he would keep the Council in-
<br />formed on the progress of the meetings. Motion carried.
<br />` CITY MANAGER COMMUNICATION RE GRADE SEPARATEION STUDY. The Public Utilities Commission
<br />had recently requested that the City conduct detailed technical counts at 4 crossings
<br />for a 16 hour period. This would require at least 128 man hours at a total cost of approx-
<br />imately $460 including, time spent in analyzing such counts., The Committee had indicated
<br />that it had,no funds or personnel available for the job. The Traffic Fact Findg. Com-
<br />mittee had studied the question. It did not wish to do anything to jeopardize the .City,s
<br />position in these negotiations, but faced the problem of not having ,funds available to
<br />conduct the survey. The guidance of the Council was requested in this problem. The Pub-
<br />lic Utilities had to, get their report in by January 15th. Councilman Morgan would bring
<br />back a report from the Commuters Committee as they were studying this problem and a meet -
<br />Ing would be held December 6th. Mayor Britschgi stated Jr. Cham. of Commerce had 'offered
<br />to help and wanted instructions. City Manager Rolison stated complete instructions
<br />could be gotten from Mr. Jain in re to taking count, and Mr. Jain added they had all of
<br />the forms necessary to be .used.

<br />It was not up to the Council. The only decision the Council could

<br />Mor. COUNGILMAN HERKNER SUGGESTED MEETING EVERY WEEK INSTEAD OF HAVING SUCH LATE MEETINGS. City
<br />Attorney informed him that the Charter would have to be changed in that event.

<br />HEARING. He invited anyone interested to speak but asked that repetitions be avoided if
<br />Possible in the interest of time. Mr. James Miller representing the property owners
<br />spoke at length, quotingfi ures and readingexcerpts from various reports showing the

<br />increase in operating costs he stated be offset by increase in rentals.
