<br />that there was no intention to serve meals at the location, the purpose of the request was
<br />to comply with the legal requirements and to operate equipment for washing glasses. Council-
<br />man Royer moved the granting of the permit, seconded by Councilman Morgan. Motion failed
<br />to cabry on roll call, Councilmen Morgan, Royer and Spillers voting in favor of the permit.
