Preliminary studies had <br />been made by department heads relative to several City wide improvements which had <br />been discussed informally with the City Council from time to time. Sufficient funds <br />were not available and it was proposed to submit report for the purpose of consideringr <br />the advisability of calling a special election to permit the issuance of bonds to <br />cover cost of such improvements as the Council might determine essential. Major <br />Projects under consideration: <br />E is ii, <br />� <br />1. Enlargement of water mains to meet the National Board of Fire Underwriters <br />I <br />requirements. Interest and redemption of either general obligation or <br />revenue bonds to be financed from water revenues without any increase in <br />taxation. <br />I <br />;I <br />2. Installation of major trunk sanitary sewers to replace some which are <br />entirely inadequate due to our greatly increased population. It is also <br />�.: <br />I'„I,I <br />intended that necessary bonds for this.project be financed from sewerkkk <br />rentals without any tax increase., <br />3.
