He asked <br />that a discussion be held down in the interest of saving time, suggesting two or <br />three speakers on each side. <br />it <br />AFFIDAVIT OF PUBLICATIOPI of notice of hearing ordered filed by Mayor Britschgi. <br />Mr. Roy Moore, of the Federal Office of Housing Expeditor, was present and Council- <br />man Granger suggested that he be seated on the platform so that he might answer any <br />j �! <br />questions that might arise. <br />Dir. James A. Miller, representing property owners addressed the meeting briefly, <br />introducing Attorney Luther Carr of Burlingame, who had been employed by the <br />property owners to present their case. Mr. Carr stated he had been associated with <br />the 0. P. A. Rental Staff during the last war, and he felt he was well qualified to <br />represent the landlords in the matter. He presented as evidence clippings from the <br />Redwood City Tribune for several days past in which vacant units were advertised <br />for rant whereas there were few ads for rental units wanted. He called attention to <br />the fact that most cities on the peninsula had already decontrolled and no unusual <br />hardship had resulted for the renters. He stated that cases of unfair rent increases <br />it j i it ;'•'.II'E <br />would be automatically taken care of by the rule of supply and demand. Increased <br />costs of operation together with decrease in purchasing value of the dollar was <br />presented as another reason why landlords should not be further penalized. He called <br />i. <br />„I <br />the attention of the Council to the fact that owners of units constructed subsequent <br />�s <br />to 1947 were not included under rent control while those owning rental units prior <br />�.f:'•' <br />to 1947 had been controlled for "nine long years". Mr. Carr concluded by stating the <br />Council had full power to end rent controls merely by passing a resolution, a copy of <br />which would be forwarded to Mr. Tighe Woods, Washington, D. C. who would in turn <br />authorize the end of rent controls within the corporate limits of the City. <br />There were no speakers present against' the proposed decontrol. Iuir. Mr. <br />Stopyra of 518 Summit Drive, Emeraid Lake was advised by Mr. Moore that his district <br />would not be included in the matter of decontrol. <br />Councilman Morgan asked regardingthe ad- <br />vised that the only action necessary, after holding the hearing, was to p ass the <br />resolution which declared there was no further necessity for control.
