Councilman Granger moved that the Council take the <br />recommendation of the findings of the Chairman of the Conunittee and turn it over to the <br />proper authorities for execution, seconded by Councilman Jones. Attorney Black <br />stated they and received a letter from Attorney Viilson's office to the effect that if <br />the City withdrew specifications and plans applied to special paving, National 1�=otor <br />Bearing Co. would pay for engineering fees in anticipation of paving, and he made it <br />clear.they were working together with the City and found it to the mutual advantage of <br />both and it was agreed to incorporate in this whatever engineering costs were in the <br />specifications. Mayor Britschgi wished to know of the City Engineer if this was in <br />order from an engineering standpoint and he thought it was subject to County approval, <br />Councilman Morgan wished to know if the Council was making a final decision or if <br />there would be another opportunity to review this. City Attorney explained details <br />would be in proposed agreement but this would not be final agreement. City Manager <br />inquired just what was contemplated in the ivay of grading the 5 acres, City Engineer <br />had not estimated cost. Attorney Black stated this had been discussed and it was the <br />intent of National Motor Bearing Co. to join with Mr. Cohen on drainage problem. City <br />Engineer stated it should be understood that paving of National Avenue and grading of <br />road should, be dependent on proper storm sevrers. Mr. Black stated this would not cost <br />the City anything, provided agreement would run for the five year period, otherwise <br />the City would be assessed 20% 15.07E for each year less than the five year period. <br />Councilman Herkner stated the National people were very cooperative with the thought <br />behind the meeting to reach objective without costing the City more than a very <br />nominal sum. Mayor Britschgi complimented the Chairman, Mr. Herkner for his splendid <br />work and that of the committee and thanked Mr. Black and National Motor Bearing Co. for <br />their fine cooperation. Motion carried. <br />COMMITTEE REPORT BUTCHER FIELD AND FRAIKLIN STREET EXTENSION, COUNCILMAN GRANGER. Several <br />meetings and been held and necessary steps taken to recommend to proper department <br />,heads to engage services under the 1913 Act and to bring in Engineering report and he <br />moved that Council concur in Committee's report to go ahead with employment of a <br />engineering firm for that purpose of contemplated street from James through to Jefferson <br />as laid out by the Planning Commission, seconded by Councilman Morgan. Motion carried, <br />This did not take into consideration purchase of any property. Councilman Morgan <br />stated he and each of the other Councilmen had received a very lengthy letter from <br />Iver. Davies going into detail regarding his property and he moved that the letter be, <br />filed and on record. Mr. Davies stated developments come up since he prepared the <br />letter and entailed writing a corrected letter which he thought would be of interest <br />to everyone concerned. He presented a drawing of the entire area under discussion and <br />endeavored to show that the present plan would require acquisition of property and <br />crossing two creeks at much greater expense than bringing proposed street to street <br />stub just behind depot, which he thought would be to greater advantage, crossing <br />only one creek and would facilitate handling of traffic from the other two streets <br />that meet at this point. This suggested alternate would not meet Franklin Street, but <br />if the Council did not consider this alternate he stell thought this a better proposal <br />to meet at this point even though the street went through a portion of his propert9l, <br />City Attorney stated aside from preparing' plans and specifications for the project <br />
