Mr. Libby had designed this type of building before and Councilmanit Spillers moved that the bid of Mr. Libby be accepted, seconded by Councilman L Morgan, Councilman Royer had suggested bid of lowest man. Upon further discussion (' . Fire Chief Lodi stated they had their own idea of layout for the building and both the Building Inspector and City Engineer thought Mr. Lehman qualified to build structure of this type and size.
