<br />there was a penalty clause attached of $50 per day and the City could rightfullycollect it, this

<br />the present bid might be high, there was the possibility that later bids might be 10% or 15% higher

<br />Council and contractor if the rains came. A vote was taken on whether or not to start work now, 6
<br />were in favor, 8 were opposed. A total of 24 notices to property owners had been mailed, the vote
<br />was 14 out of the 24. All shallow laid sewer laterals would have to be lowered and it was not known
<br />how many there were to be so lowered. City Engineer's estimate on the bob was $21,152. Three sets of
<br />plans were sent out, but only one bid came in. Councilman Granger moved that protests be overruled,
<br />seconded by Councilman Royer and carried.
