This matter was turned back to the Council for the reason that this is the first of such permits applied for under Ordinance 600 and the Plan- ning Commission would appreciate knowing the feelings of the Council in the matter. Councilman Granger moved, seconded by Councilman Royer, that request'be denied based on recommendation of Police Department. Chief Wood stated that the Planning Commis- sion asked for his recommendation. He checked the personal record file and could find no record against bir. R. D'Antonio, the proprietor, while he did not give a recommendation to deny the permit he expressed his own views that ".there are enough bars in' Redwood City, approximately one for every 710 people". Motion carried, Coun- cilman Spillers voting No. For matter of record Councilman Granger called for roll call vote. Under the question Councilman Spillers questioned the right of the Coun- cil to deny the permit inasmuch as license was issued by the State Board of Equali- ation. He was advised that the present case was the first to come up under the amendment to Ordinance 600 which outlines the only method by which the City can con- trol in any manner issuance of licenses to bars. Councilman Spillers reversed his vote and roll call resulted in unanimous vote. Councilman Morgan explained that he voted Yes on the denial of the permit as he thought as did Chief Wood them WArA enough bars in the City. It was explained further that the Board of Equalization stands ready to cooperate with the local officials to hold public hearings, etc., it where unusual difficulties arise in connection with any bar. In response to Councilman Herkner's request for a report on recent trouble at the Sport Club, 812 Ivlain Street, Chief Wood reported that on October 7th at 10:45 P -M- a riot call was received. The only car available with two men was dispatched. When the car arrived at the scene officers found two men in the street, one of whom had a head wound. These men were challenging any and ,all bystanders to enter the fray. J The officers had considerable trouble in quieting the two men and in the meanwhile the proprietor went inside and locked the door. One Sheriff's car appeared and lent assistance and the two men were arrested and later appeared before the Court. The row apparently started inside the bar, and the bartender struck one of the men over the head with a bottle which caused the head wound mentioned above. Chief Wood was somewhat concerned over the fact that the operators of the bar refused to sign a complaint prepared by the District Attorney's office on the grounds that to do so would be had public relations. They were informed that they should take their choice of bad public relations or a complaint filed with the State Board of Equalization. ' The report concluded with the statement that such calls have been received on frequent occasions from this particular location.. On motion of Councilman Morgan, seconded by Councilman Granger Chief Wood's report was accepted and t he matter was considered closed. Motion carried. Councilman Morgan moved that a letter be written to commission stating that the action of the commis- sion was appreciated and any member from the commission would be welcome any time, seconded by Councilman Jones and carried. Nlotion was made by Councilman Granger, seconded by Councilman Royer that the Mayor, as ex -officio member of the Board or anY designated member attend the Planning Commission meetings on a rotation basis starting in alphabetical order, Clerk Dodge to notify members .then their turn arrives.
