442 CITIZENS CHARTER STUDY COMMITTEE REPORT. Mr. Howard Magee, chairman, advised that the committee was now ready to submit their recommendations and turned in six copies of this report. On motion of Caouncilman Morgan, seconded by Councilman Spillers, the Committee's report was accepted with an expression of thanks to the committee for this long and arduous job. Motion carried. City Attorney Currie stated that this matter would have to be studied by the Council within the very near future in order to get the propositions on the ballot for the April election. PROPOSED WIDENING OF VALOTA ROAD. Mayor Britschgi stated that -the residents had contact him to find out what progress had been made in this proposed street widening prograt City Engineer Jain stated he had made a rough estimate of 45,000 in order to es- tablish two lane pavement and in his opinion Valota Road could be declared a street of major importance and thereby become eligible for gas tax money. He stated that the block between Redwood Avenue and Silver Avenue was in very bad shape and that curbs and sidewalks were needed in this area. After further discussion it was decided this question be referred back to the Planning Commission for further study and City Clerk Dodge was directed to so inform the Planning Commission requesting further study and recommendations on setback, plan lines, etc. REQUEST FOR USED CAR DEALER PERMIT. Mr. Stevenson, representing Cardinal Motor Company of Palo Alto addressed the Council advising that through a misunderstanding they had proceeded to lease land at 2526 El Camino Real for Used Car Lot, they being under the impression that a use permit granted to the owner some months previously could be used by them. Mr. Stevenson asked for a decision concerning their status under the present ordinance outlining the difference between the used car dealer and a new agency dealer. Mr. Stevenson stated they had no objections to taking out Used Car Dealer License and paying the necessary license fee but his purpose in appearing at this meeting was in the interest of saving time and getting into operation. After further discussion, Councilman Spillers moved that this case be decided the same as recent case of Menlo Motors, in other words the necessary used Car Permit be enforced to cover this particular case. seconded by Councilman Royer and carried. Mr. .Stevenson was advised to appear at the Planning Commission meeting the following evening to apply for his use permit after which he would go through the regular proceedings of cash deposit, advertising, etc. CERTIFIED COPY OF SAN CARLOS' RESOLUTION REDUCING ASSESSMENTS ON CITY LOTS. City Clerk Dodge read the City of San Carlos Resolution No -1951-40 deleting construction of sanitary sewer laterals from the White Oaks Tract Improvement job covering all lots in the City of Redwood City adjacent to this area.' Mr. Kenneth I. Jones, Jr., representing Kirkbride, Wilson, addressed the Council stating that in order to clear up that apparent misunderstanding concerning the proposed annexation of several lots in this area and the inclusion of this area in the improvement district, he would attempt to explain the matter in full and invite questions from t he members of the Council. Mr. Wayne Millington representing several property owners in the unin- corporated area stated his opinion why the area should not be included citing several instances where total assessments against individual pieces of property were from two to three times more than the assessed valuation. In his opinion the projec, would benefit the City of San Carlos, at the expense of the area including the Redwood City lots and the unincorporated area. Councilman Royer stated that the Cit;
