City Attorney Currie explained it would takeJ;ap- <br />proximately two months to start the project after plans and specifications were approved <br />by the City Engineer. On motion of Councilman Royer, seconded by Councilman Britschgi <br />City Clerk Dodge was directed to notify Mr. Joe Di Bono, 1206 Ruby Street when plans have <br />been delivered to the City Engineer and approved. Motion carried. <br />NIR. RALPH C. ECKLES, 707 UPTON STREET appeared regarding KENSINGTON SQUARE PROPOSED IMPROVE- <br />MENTS. A petition was presented approximately 4weeks ago. City Engineer Jain explained <br />i <br />he was attempting to coordinate plans with the Sterling Tract in order to work out the <br />best method to eliminate excessively steep grades. Mr. Jain suggested that the project <br />be broken up into smaller units with the thought that much time would be saved over one <br />contractor doing the entire job. He stated further that there were still some rights <br />of way to be secured on Alameda which would take some additional time. In answer to <br />question as to whether revision of plans and specifications could be farmed out, Mr. <br />Jain stated the work of revising plans would not present too great a problem, but farm- <br />ing out would add considerable cost. In his opinion, the project could be broken up <br />without prohibitive additional cost. Councilman Britschgi requested a report from the <br />City Engineer on all jobs under way, including those farmed out, how far along with the <br />thought that the Council, with such information, could reject any further projects <br />until those on hand had been cleaned up. Mr. Watson, who appeared, was assured that <br />Crompton Road had been included in the project, even though only 45% of the property <br />owners had signed the petition. Further discussion was laid over until the Council had <br />received the report from Mr. Jain. <br />STAMBAUGH STREET SEWER HEARING REOPENED. Mrs. Penna of 632 Pine Street and W. J. Benton re- <br />quested information as to why they were included in the assessment inasmuch as they <br />already had sewers. Mr. Jain stated the possibility they were connected to a temporary <br />line, however, if it developed they had a suitgble main sewer and same had been paid <br />fro, there would be no assessment. <br />AWARD OF BID, STAMBAUGH STREET SEWERS. It appeared that award could not be made at this <br />meeting due to some possible irregularities which the City Attorney wished to check. On <br />motion of Councilman Spilllers, seconded by Councilman Herkner, the matter was duly and <br />regularly continued to Monday evening, May 12th. <br />MR. HAYWARD BAKER, one of the bidders, claimed he had been given incorrect information as <br />a result of which he had added to his original bid. His contention was that had he <br />been correctly informed, his would have been the low bid. The procedure for bidding on <br />1911 Act projects was explained to Mr. Baker, it being furhter explained that proceedings <br />covered by Page CD 24 covering payments to the City for incidentals had been in vogue <br />for many years with no previous difficulties. After considerable discussion regarding <br />possible rejection of all bids and readvertising, etc., Councilman Britschgi moved <br />rejection of all bids, seconded by Councilman Spillers. Motion was lost on roll call, <br />Councilmen Britschgi and Spillers voting Aye. The last motion failing to carry, the <br />original motion to carry over to Monday, May 12th was still in effect. <br />MARSHALL STREET IMPROVEMENTS. It was decided to hold a meeting next Monday night, postcard <br />notices to be mailed to property owners interested. This meeting will be held immed- <br />istely after further consideration of sewer bids noted above, or approximately 9:00 P.M. <br />FURTHER DISCUSSION ON CONDITION OF SIDEWALK 602 DOUGLAS AVENUE. Councilman Herkner stated <br />that this condition was about the same as that on 10th Avenue, and moved that the Street <br />
