CIRCLE ROAD BIDS City Engineer Jain reported that while Douglas &'Woodhouse were low
bidders on this project, there was one point in their bid which should be cleared up.
Item il, listed as "lump bum" $364.00, was extended in the sum of $728.00. Awarding
" of bid was again -delayed while the Engineer contacted the bidder relative to'this
item.
PUBLIC HEARING, JEFFERSON AVENUE OFFICIAL PLAN LINES FROM MIDDLEFIELD to 93 ft. west of
El Camino Real. Affidavit of Publication was ordered filed and hearing declared
open. City Engineer Jain reported that the Planning Commission after their hearing
recommended an 80 ft. street, which is the width of almost all business streets, with
12 ft. sidewalks. This would mean 5 ft. additional setback beyond the present prop-
erty lines. Miss Annie Offerman appeared in opposition to the additional setback,
and after thorough discussion it was
g .proposed by Councilman Royer that a 10 ft.
sidewalk might be adequate, keeping the 56 £t, pavement, but reducing the setback
by 2 ft. Councilman Royer thereafter moved that the City Engineer- be directed to
amend the proposed Jefferson Avenue official plan line map to show a 76 ft. street
width instea& of 80 ft. Motion seconded by Councilman Jones and carried.
RESOLUTION No.1255 SETTING OFFICIAL PLAN LINES ON JEFFERSON AVENUE offered by Councilman
Royer, seconded by Councilwoman Tinney, and carried on roll call. Councilman Spillers
noted absent.
PUBLIC HEARING OFFICIAL PLAN LINES ON FRANKLIN STREET FROM JEFFERSON AVENUE TO LATHROP STREET.
Affidavit of Publication was ordered filed and Public Hearing declared open. City
Engineer Jain explained that the present 70 ft. street with 56 ft. roadway would be
extended to a 74 ft. roadway, or 2 ft. additional setback, with 9 ft. sidewalk,
imcludin curb. Miss Annie Offerman appeared in g pp protest. After discussion the
Hearing was declared closed and Councilman Britschgi offered RESOLUTION No.1254,
approving map of official plan lines as recommended by the Planning Commission, 74 ft.
right-of-way, seconded"by Councilman Herkner and carried on roll call. Councilman
Spillers noted absent.
PUBLIC HEARING, VALOTA ROAD FROM WOODSIDE ROAD TO REDWOOD AVENUE. Affidavit of Publication
ordered filed and Public Hearing declared open. City Engineer Fain explained that
at present portions of Valota Road are 50 ft. wide and other portions are 60 ft. in
width. It is proposed to establish officialplan lines at 76 ft. throughout the length
of Valota Road, in other words, future property line should be 38 ft. from the center j
I
line. 99% of the property owners had requested the Planning Commission to retain
the 60 ft. street width, as it is at present, according to report of those property
owners present at the meeting. Mr. W. J. Davis appeared on behalf of Valota Road
residents, stating that he represented about 90% of the property owners, and that
they desired the 60 ft. street. Councilman Britschgi called attention to the fact #
that the Master Plan shows Valota Road as a secondar street, not as a major street. i
There were no protests to the Planning Commission's recommendation for a 40 ft.
pavement, with 10 £t. parkway. Councilman Royer offered RESOLUTION No.1257 to !1
accept the Planning Commission's recommendation for Valota Road Official Plan Lines,
seconded by Councilman Britschgi. Under the question, Councilman Jones expressed
the opinion that Valota Road should be treated as a major street. Resolution carried
on roll call, Councilman Spillers noted absent.
LIQUORI STREET IMPROVEMENTS, AS SUBMITTED TO THE CITY COUNCIL, APRIL, 1947. Mr. Louis
