Cohen requested certain changes be made in these improvements, as follows: 1. The=7 <br />drainage system be revised to include a small pumping plant, and additional storm <br />drains to facilitate drainage of this area. 2. Would like to have electric lighting <br />system connected to power poles. Present plans for electroliers too eleborate for <br />this area. 3. Eliminate sidewalks for the present, since in his opinion the construc- <br />tion of buildings in the future would necessitate replacement. Sidewlks should be <br />constructed when buildings are erected, according to Mr. Cohn. Mr. Cohn further <br />stated that Stecher Traung Lithograph Company were in agreement with him on these <br />suggestions. City Manager Rolison agreed that these improvements are badly needed now, <br />and that while the plans might be modified to expedite matters, it should be with the <br />understanding that property owners could be assessed intthe future for additional im- <br />provements if needed. Mayor Granger suggested that the City Manager should meet with <br />j . <br />Mr. Cohn and an outside engineer and bring in recommendations as to Mr. Cohn's requests. <br />Councilman Jones concurred in this,suggestion. Councilman Royer moved that this matter <br />kbe placed on the agenda for report at the first meeting in June, from the City Mans - <br />ger after meeting with Mr. Cahn and Mr. Frost. Motion seconded by Councilman Herkner, <br />1 <br />j and carried. <br />1 CIRCLE ROAD IMPROVEMENT BIDS. Upon report by the City Engineer that low bidder Douglas & <br />} Woodhouse had clarified Item 11 of their bid, stating that the sum of $364 should apply, <br />4i <br />'i RESOLUTION No.1256 was offered by Councilman Herkner to award bid for these Improve- <br />ments to Douglas & Woodhouse, seconded by Councilman Britschgi and carried on roll call. <br />+� Councilman Spillers noted absent. <br />ii <br />KENSINGTON SQUARE IMPROVEMENTS: Mr. Ralph Eekles appeared on behalf of the property owners, <br />' inquiring if the problem of possible bonding in the area for improvement purposes, <br />had been taken care of. Councilman Royer assured Mr. Eckles that it had, that the <br />it <br />bonds could be sold. Delay in this project was due to the fact that condemnation of <br />0 <br />some easements might be necessary due to reluctance of property owners to come to an <br />agreement with the City. City Engineer Jain stated that in his opinion this project <br />should be broken up into at least three smaller jobs, since by holding all improve- <br />ments up until easements were secured on the Alameda, where the delay was being en- <br />countered, and where additional engineering was advisable, would delay all work until <br />{ too late in the season to start. By having several smaller projects more contractors <br />j would be working simultaneously, and the chances of completing the major portion of <br />the paving before winter would be much greater. He stated further that in his opinion <br />the best way to resolve the difficulties encountered in the difference in grade on <br />the Alameda, was to construct a two-level street. It was pointed out that while <br />ri Crompton Road did not have 50% signatures on their improvement petition, if Crompton <br />Road Pt6re included with the Alameda there would be a high enough over all percentage <br />i to justify the improvements. It was the opinion of the City Engineer that no appre- <br />ciable savings in money could be effected in holding up the sork until the entire <br />project could be bid on. On the contrary, he felt that the cost factor would remain <br />about the same, with considerable savings in time for the smaller projects. Thorough <br />r discussion ensued from the floor on the part of the property owners of this area and <br />a five minute recess was declared in order that they might vote among themselves on <br />the desirability of dividing this project. At the request of Mr. Jain, the matter of <br />the Redwood City Elementary School District communication relative to Vera Avenue <br />
