El Camino Real not to be included; since this should be a
special highway lighting job. The first unit of modernization will include replacing
existing luminaires with modern pendant units, and increasing 83 - 1000 lumen lamps
to 2500 lumens. The monthly rate will thereby be increased for the 83 lamps from
$1.52 to $ 2.42 per lamp per month; or a total of 074.70 per month increase. 41
lights already having 2500 lumen lamps will be replaced with new fixtures at no
extra cost to the City. Councilman Royer moved that the Street Light Committee report
be approved, seconded by Councilwoman Tinney and carried. The City Manager was
requested to notify the Pacific Gas & Electric Company of this action.
ACQUISITION OF EASEMENTS, REDWOOD CREEK TIDEGATE STRUCTURE. City Engineer Jain submitted
the following recommendation of the steps necessary in order to secure easements for
the Tidegate structure:
1. City will fill in, with surplus excavated material, the area between
the old existing bulkhead and the present tannery warehouse adjacent
to Main Street to a level with the proposed levee.
2. The City will not object to the S. H. Frank & Company, or its succes-
sors, building over any portion of the required easements not necessary
for creek channel or tide gate structure, within any rights to the
creek which the S. H. Frank & Company and/or the City may have (subject
to the proper wording and legality as determined by the City Attorney).
3. The proposed levee and bulkhead to be constructed between Main Street
and the Tide Gate Structure will, be approximately two (2+) feet above
the present existing bulkhead to prevent flooding of the present tan-
nery warehouse property. There will be no change in flood conditions
or water level in the creek below the Tide Gate Structure.
4. Any excess excavated material from the tide gate project will be de-
posited on S. H. Frank & Company property at locations designated by
said Company, but not more than five hundred (500 yds.) yards from
Tide Gate Structure site, and the specifications will so specify.
5. At such time as that portion of Redwood Creek adjacent to the S. H.
Frank & Company property is enclosed in a permanent culvert or conduit
structure, the City will abandon any portion of this easement not
needed for creek culverts and tide gate structures.
6. That the City Council give consideration to the abandonment of that
portion of Steinberger Street between Bradford Streets and Bayshore
Highway, reserving such easements as may be needed for public utili-
ties, sewers and water mains, etc.
As a consideration for the granting of the necessary easements for this struc-
ture, we wish to suggest that the :atiov`e items be approved as a basis for con-
sideration to the S. H. Frank & Company for granting these easements.
In order to construct the Tide Gate Structure and appurtenances this season,
it will be necessary to advertise for bids not later than June 1st and to provide
necessary funds for the project before the contract is avrarded. Mr. Marcus advises
that he will present these proposals to his Board of Directors immediately upon
approval by the City Council and proper notification thereof.
It is recommended also that the City Attorney be authorized to prepare the neces-
sary agreements immediately to accompany the proposed easement to avoid further delay
in these negotiations. A sketch of the proposed easement is attached for reference.
Glenn M. Jain
City Engineer
