between Upland Road and Alameda. At the time of the proposed annexation it had been <br />recommended that the property owners enlarge the district to be annexed in order to <br />reduce the cost for sanitary sewers to each individual property owner. It was recom- <br />mended that the City Engineer's office be authorized to prepare plans and specifica- <br />tions for possible formation of an assessment district or construction by a cash <br />project., The latter was felt to be the most economical, with the property owners <br />.depositing estimated cost in advance of construction and depositing estimated engin- <br />eering costs with the City immediately in order to insure the City against loss in <br />the event the assessment project should fall through. It was recommended that the <br />complete engineering be prepared by outside engineers. There was no formal petition, <br />but the letter from the Health Department dated April kth, 1452 requesting early <br />construction of sanitary sewers to serve these parcels because of•overflowing septic <br />tanks in this area. Councilman Royer moved that the City Engineer or City Manager <br />write to the four parties informing them of the `approximate cost before too much <br />work had been done, seconded by Councilman Spillers. City Attorney Currie pointed <br />out that the City could go ahead with the project, there being a health hazard here, <br />but it would be better for the owners if the district could be enlarged. Motion <br />carried. <br />A LETTER WAS READ FROM THE SOUTH REDWOOD IMPROVEMENT CLUB, REQUESTING PROCEDURE INFORMA- <br />TION for better drainage on"Woodside Road at the W4shington School, and Pedestrian <br />X-ipg sign on Woodside Road near Hudson Street. Councilman Spillers moved that the <br />drainage problem be referred to the City Engineer, he to write to the State for <br />assistance and report back, seconded by Councilman Royer. The City had done no work <br />on Woodside Road. In regard to the PEDESTRIAN X-ING Councilman Spillers moved this <br />be referred to the Traffic Fact Finding Committee, seconded by Councilman Royer. <br />People in the area were to be notified what steps the City was taking in regard to ' <br />their request. Children had been crossing at a point near the stores. City Manager <br />Rolison wondered if this would require another guard. Motion carried. <br />LETTER FROM H. H. WEINER PROTESTING A MOTE[: IN THE RESIDENTIAL DISTRICT was read on Lots <br />through 9, Block 14, Mezesville, (Whipple and Warren Streets) of "news item" <br />intended request by Louis G. Link and Sam Schillaci. As this was not before the <br />Council at this time, on motion of Councilman Royer this was referred to the Planning <br />Commission for their meeting tomorrow night, seconded by Councilman Spillers and carried. <br />Kensington Square would be improved. It' was explained that Devon Way, Oakridge, <br />Dover, Lancaster and Cheshire Way were all excluded from the proposed project. At <br />present Crompton residents wished to be included and had presented a petition at a <br />previous Councilmeeting. It was clarified to Mr. Olson that he was in the area <br />that wanted to be excluded from the project. At the April 7th meeting the Council <br />requested City Manager Rolison to instruct someone in the City to contact residents <br />of Cheshire Way to circulate a petition for the area not included in the previous <br />, <br />petitions. However, after discussion, Councilman Royer moved that the City Manager <br />be instructed to drop the matter of contacting anyone in the area, seconded by <br />Councilman Spillers, and carried.
