TRAFFIC FACT FINDING COMMITTEE RECOMMENDS 15 MINUTE-PARECIffG IN"FRONT'OF•SOCIAL WELFARE <br />DEPARTMENT 619 Bradford Street .and the School Department on west aide .of Jefferson <br />Avenue north of Bradford Street, at the request of County Manager Stallings. This <br />was carried on the agenda -- legal description to be prepared and given to the City <br />Attorney for introduction of ordinance. <br />ORDINANCE INTRODUCED AMENDING -ORDINANCE RELATING TO PARKING REGULATIONS ON THE SOUTHEAST <br />ERLY SIDE OF JEFFERSON AVENUE. from Middlefield Road to El Camino Real prohibiting, <br />parking from 7:00 A.M'. to 7«00 P.M., excepting Sundays and Holidays. Mrs. Daniel P. <br />Flynn, 1121 Jefferson Avenue had requested abailable parking space after rush hours <br />and holidays. Councilman Royer moved introduction of ordinance, seconded by Council- <br />man Britschgi, and carried. <br />Councilman Royer moved that'City Engineer Jain take necessary steps to post signs, <br />seconded by Councilman Herkner. Councilman Britsohgi stated that cards were noted <br />srapped around posts when he was in Sacramento yesterday. Police Department does the <br />same here for a -day or two. Motion carried. <br />MR. OLE S. OLESON, Clifford and Scenic Drive, asked about plans on Marshall Street. City <br />Manager Rolison stated that a representative from Stretcher-Traung Lithograph would <br />be here the following day and with the City Engineer they would discuss drainage for <br />their proposed building and site. The meeting would be held at 10;00 A. M. He wished <br />to know why the work from Chestnut to Maple Streets could not go through. City Engineer <br />Jain explained that because of both drainage and sewerage, and that a pumping plant was <br />also required, and a decision must be made for payment of storm drains all the way <br />through to the creek; other factors were involved than just a right-of-way. Protests <br />from owners had also stopped the proceedings. Councilman Spillers suggested a study <br />meeting with those interested. Mayor Granger agreed that it was necessary to bring <br />to the newer members of the Council the history and proceedings on the Broadway - <br />Marshall project up to this date. Mr. Jain stated there was a right -of -wag problem <br />on both sides of Main Street if a pumping plant was built at the Marshall Bridge site. <br />Councilman Spillers moved that someone write up a little history to bring all members <br />of the Council up to date on this project, seconded by Councilman Jones and carried. <br />Mayor Granger appointed Council members Herkner, Royer, Tinney and Britschgi to meet <br />with Stretcher-Traung the following morning in the City Manager's office at 10 o'clock. <br />Mr. P. Sorensen asked for permission for two directors from the Chamber of Commerce, <br />Mr. Dingman and himself, to be present. Councilman Spillers suggested they do not <br />counsel our City Engineer on this occasion. <br />LETTER FROM EMPLOYEES' ASSOCIATION REGARDING PERSONNEL BOARD'S RECOMMENDATION FOR DISABIL- <br />ITY LEAVE AND LIMITED APPOINTMENT. It was brought to their attention by the Personnel <br />Board that if Saturdays were not counted as a working day, employees would be granted <br />5/6 of a day per month instead of the present 1 day per month for vacation and sick <br />leave time. However,, it would be agreeable to the employees to receive 1 day per <br />month and not have Saturdays counted as a working day. <br />RESOLUTION No. 12.3 AMENDING PERSONNEL RULES RELATING TO SICK LEAVE AND DISABILITY LEAVE <br />was offered and moved for adoption by Councilman. Jones, seconded by Councilwoman Tinney. <br />Councilman Spillers thought he had tried to help the employees to no avail.
