<br />When the Police Department was assigned to this building there were 12 .
<br />members serving a population of approximately 12,000 persons. It now
<br />houses a departmexlt.of 41 members and serves a population of approximately
<br />40,000 persons.
<br />The general .office or work.ro.om, whi.ch is .locat.ed on the first
<br />floor, is, badly over -crowded,... both with...working..pers.onnel and filing
<br />equipment., and. there is. absolutely.. no room .left., for...expansion under any !
<br />conditions.
<br />. There Is no .space available -for, the.. use. of the Investigation,
<br />Traffic and Juvenile Details.
<br />There are no rooms or offices where.persona..who..call.at or are brought
<br />to the station. -may be interviewed.
<br />There is no provision .possible for ithe..segregation. of .disorderly and j
<br />unruly persons under arrest from citizens who call at the station to make
<br />reports or seeking information.
<br />There is no report writing, roll call,.assembly nor meeting room
<br />where members of,the.department.may.gather at.one.t.ime.for briefing or
<br />Instructions,.- The .pre.s.ent. locker._ ro.om,...which-is. located on the second
<br />floor, is.,used for, these, purposes, at this, time.. Thislocker room is
<br />badly over -crowded,. it. -having. b.e.en ,necessary to .place..one-quarter of the
<br />lockers in.the shower room.

<br />There is no provision possible for even the temporary detention of i
<br />prisoners under investigation.
<br />The area assigned'to_the Poli.ce.Depar.tment.In the basement is
<br />totally inadequate:for.. the..storage.of..r.ec.overed,. found and unclaimed
<br />property and there..is. no space..for.the proper keeping.and safeguarding of
<br />evidence to be used.in,criminal cases. j
<br />There is no.space available.whe.re the.communications facilities
<br />may be separated..from .the...noisy,. over -.crowded, and .inadeouate general
<br />office

<br />that this.. matter .be placed, before. the, voters. In.the. .form of a bond issue
<br />in the amount of.$150.9000 to provide. a building.in..o.rder, for the Police
<br />Department -to operate.efficiently at .the present -time. and to provide for
<br />expansion consistent. with anticipated. population .increases in Redwood City
<br />in the future.•

<br />Councilman Granger stated.that the Committee had discussed this matter at great length
<br />and it was the feeling.of.the Committee, based upon the findings of the last election,
<br />that the majority of.the .p.eople..we.re in f avor of the new police building and if an
<br />election were .held they feel.. that- this..measure. will pass. the. 2/.3 majority required on
<br />bond elections.
<br />Councilman Granger suggested and then moved that e•ach.Councilman.contact two citizens
<br />and ask, them. to make, a. study.. as to. .their .f.indings.-and. if. they -are. of... the opinion this
<br />be put on the ballot.at the.next election, seconded, by Counc.ilman.B.ri.tschgi, report to ,.
<br />be brought. back to. the Counc.iL.in. thirty days. Motion carried.

<br />Camino Real), City Attorney Currie stated that the only action the Council could take
<br />at this time was to set. the time. of public hearing.. Coun.cilmarn.Britschgi moved that
