Councilman Britschgi moved approval of the Planning Commissionts recommendation, seconded by <br />Councilman Spillers and carried. <br />PLANNING COMMISSION RECOMMENDED THE RETURN OF THE FILING FEE ON AN APPLICATION MADE FOR A VARIANCE BY C. BOICELLI, <br />1343 REGENT. The Planning Commission had the power to act on -this variance and it -should not have been <br />processed. Councilman Spillers moved refund of the fee, seconded by Councilman Herkner and carried. <br />PLANNING COMMISSION DENIAL APPLICATION N. T. MARCELLI TO REZONE PORTION LOT 14, BLOCK E, 'TOODSIDE ACRES (1696 <br />KENTFIELD) FROM R�2 TO R-3., Councilman Spillers moved to set this for public hearing in two weeks, May 14th, <br />seconded by Councilman Stout and carried. <br />TRAFFIC FACT FINDING COMMITTEE RECOi& ENDED THAT STOP SIGNS BE INSTALLED ON CHESTNUT STREET AT EACH OF ITS <br />INTERSECTIONS WITH BROADWAY. Councilman Spillers offered RESOLUTION 2027 FOR STOP SIGNS TO BE INSTALLED ON <br />CHESTNUT STREET AT EACH OF ITS 11ITERSECTIONS 71ITII BROADWAY and moved its adoption, seconded by Councilman <br />Britschgi and carried on roll call. <br />TRAFFIC FACT FINDING COIRJITTEE RECOMMENDED THAT A RED ZONE BE ESTABLISHED ON THE SOUTH SIDE OF MADISON AVENUE <br />BETLTEEN HAWES STREET AND NEVADA STREET IN FRONT OF THE COMMUNITY SY- MMING POOL. Councilman Stout moved <br />approval of the Traffic Committee's recommendation, seconded by Councilman Spillers and carried. <br />APPOINT MEMBERS TO VETERANS MEMORIAL COMMISSION. Councilman Britschgi, as a member of the Committee, expressed <br />the Council's thanks to the committee who worked so hard and he asked that they be considered to carry on <br />the work. Councilman Britschgi recommended the appointment of Ted Thompson, Arthur Inman, Otis Carrington, <br />Clifton Woodhams Sr., Ferris Miles$ Frank Hannig and James Hedge. Councilman Britschgi offered RESOLUTION <br />2028 APPOINTING TIE PRESENT COMMITTEE TO THE VETERANS A0.1ORIAL COMMISSION and moved its adoption, seconded <br />by Councilman Spillers. Councilman Stout was in favor of the gentlemen and thanked them for a job well done. <br />He questioned the length of their term. Councilman Britschgi said the ordinance covered the length of the <br />terms which is two years. This was followed by a very lengthy discussion from different Veterans organizati <br />who wanted more veterans on the Commission. The motion carried on roll call. Councilman Weiss offered <br />motion for adoption of policy of the Council to carry out the provisions as set up in Ordinance 813 and 819 <br />that Veteran organizations and their auxilaries shall receive priority for the use of the Veterans Memorial <br />Building, seconded by Councilman Granger. Councilman Britschgi did not think the Council should appoint a <br />commission and then tell them what they could do. Councilman Weiss stated that the governing body usually <br />sets a policy to govern the commission. This was followed by discussion. Councilman Granger wanted it <br />understood that the Veterans would be given priority for the meeting place only and not priority over the <br />I <br />I whole building. This was followed by further discussion. Motion carried. <br />Councilman Stout moved that a copy of Ordinance 819 be sent to the different Veteran organizations, seconded <br />by Councilman Britschgi. Councilman Herkner said the statement of policy should be typed and included also. <br />I <br />Motion carried. <br />CONTINUATION EMERALD LAKE ANNEXATION. The City Engineer put up two maps showing the different areas which could <br />be annexed. This was followed by discussion with Mr. Jain showing the approximate boundaries, explained <br />the water and sewer problem and theareas and areas and why the water and sewer problem exists in these areas. <br />This was followed by a very lengthy discussion. One of -the topics under discussion was where the boundaries <br />should be drawn. The motion before the Council was to have the City Engineer draw up a description of the <br />area to be annexed. It was decided to bring this matter up at a study meeting, the City Engineer to be <br />asked to check with Mr. West, one of the people circulating the petition, to determine the area under <br />
