131 u 215 Improvement Assn., Inc. comprised of Mr. John P. Connors, Pres. and William R. Smith and Robert R. Hall, for the purpose of ascertaining the wishes of the group with reference to fire protection service to the area which it is contemplated will be included in a fire district under consideration for establishment under county authorization. The area involved is to be comprised of portions of the dumbarton acres, Dumbarton Acres, Dumbarton Tract, Sweeney Subdivision and Redwood Manor, Lying to the south of Willow St. and east of Pennsylvania Ave. The spkesman for the group, Mr. John P. Connors, indicated that for the present it was their intent to form a fire district and obtain fire protection services by contract- ing for same either with Redwood City or the Menlo Fire District, That they have app- roached the Menlo Fire District as well as Redwood City, but would prefer to negotiate with Redwood City, as it is their feeling that in the course of natural events it would be logical for the area to annex and become an integral part of this community. Your committee advised the Dumbarton -Fair Oaks representatives that it was the ooncensus of opinion of this committee that for the present the logical procedure was for this committee to present the matter to the enire counil, ascertain its wishes in the matter before any further exploration of the problem; that we would recommend to the Council that in the event they desire to authorize this committee to proceed with furher exploration and negotiation, we would also request authority to call for a Board of Fire Underwriters Survey of their survey of their area to give us a bsis for sound evaluation of the situation before any further'discussions. A letter confirming the desire of the group to continue and proceed with negotiations is attached. Respectfully Louis Weiss, Chairman S. D. Herkner, Member J. L. Lodi, Member Councilman Herkner stated that this Committee's activities were only to explore the situation and they feel that this should be handled by the Council at a study meeting. This should not be delayed too long. Mayor Royer asked if they could set this up for the first Wednesday in Ausust, 8/8/56. Councilman Granger asked Fire Chief J. L. Lodi to check with the Board of Fire Underwriters and have their report before the Council considers the matter. Councilman Weiss moved that the City Manager be authorized to contact the Board of Fire Underwriters to check into.this matter and make their findings at a study meeting to be held on Ausust 8, 19569 seconded by Councilman Granger who asked that this be put on the agenda for August 6th. Councilman Weiss agreed to this and the motion carried. RESOLUTION OF PRELIMINARY DETERMINATION, HIGHLANDS TERRITORY NO. 1 IMPROVEMENTS. Councilman Spillers offered RESOLUTION 2057 BEING THE RESOLUTION OF PRELIMINARY DETERMINATION, HIGHLANDS TERRITCRY NO. 1 I?.?PROVENiENTS and moved its adoption, seconded by Councilman Granger. City Engineer Jain stated that the plans have not been changed yet. There are 10 lots at the end of Gel.nwood Avenue which will be included in this district. This would mean that all of the upper area must now be served by water through the end portion of Glenwood Avenue beyond the Hetch-Hetchy right -of -xray. They have a petition from some of these people asking for service. Mr. Papazian spoke on the question and he stated that the people can not wait any longer and he did not want to have the matter set for furhter public hearings. This was followed by discussion. Mr. Jain asked that he be excused so that he might bring in the petition. Councilman Spillers withdrew his motion until the City Engineer returned with the petition., AUTHORIZE CITY CLERK TO ACCEPT DEED FOR WIDENING STRIP ON OAK KNOLL DRIVE (RALPH F. THIBAULT). Councilman Spillers moved that the City Clerk be authorized to accept the deed, -seconded by Councilman Herkner. Councilman Weiss wanted to know if this was part of the property being held for C -1 -H -consideration. The answer was yeas and the motion carried'. City Engineer Jain stated that the petition asked for sewers only and not water. Councilman Granger stated that he would only seconded this motion,if the area which City Engineer Jain is tqlking about is excluded. This was followed by discussion. Councilman Weiss feels that in the interest of public convenience,that this property should be included in the assessment area and he stated his reasoning for this.
