The <br />motion carried on roll call with Councilman Britschgi being noted absent. <br />COMIUNICATION CITY EIl1PPLMiS REGARDING PERSCNNEL BOARD RECOLiAMMATIONS. The Clerk read the letter wherein <br />the employees wished to commend And thank the Personnel Board for their recent study and recommendation <br />regarding working conditions. It was decided that the Council be asked to reconsider the following <br />items: <br />1. Vacation Leave - it is requested that the rule be changed to allow three weeks F1, <br />vacation after ten years of service rather than 15 years as proposed. <br />2. Holidays - it is requested that the rule be changed tog rant holiday pay to <br />shift -work employees when a holiday falls on their regular day off. <br />Councilman Granger moved that the letter be filed and a copy be sent to the Personnel Board, seconded <br />by Councilman Herkner who added that they ask for the Board's recommendation. The motion carried. <br />SALARY ORDINANCE. CITY Attorney Currie stated that he had the salary ordinance prepared and it was ready <br />for introduction. The salary increase is 8.61% or 11, steps effective Ausut 1st if the Council declares <br />this an emergency ordinance. Councilman Stout stated that this was more than the Personnel Board <br />recommended. This will increase the salaries $5,000 or $6,000 over the amount needed over and above <br />the recommendation of the Personnel Board. Councilman Stout stated that he would kike the cnage to <br />be turned over to the Personnel Board and their recommendation and he further stated that the Board <br />will meet tomorrow night. Councilman Granger stated that he had contacted amember of the Personnel <br />Board and he wqs told that they would not turn down the recomm endation of the Council on this matter. <br />Councilman Granger further stated that there was some feeling that the Council should grant the same <br />increase to all employees and that was why they considered the across the board increase of li%- <br />Councilman Waiss spoke on the subject and stated that the Personnel Board had been trying to equalize <br />the salaries and ,jobs. He believes that reconsideration of several positions -will have to be made and a <br />he wanted the Personnel Board to take this matter up again in three months in regard to equalizing of ` <br />positions. No position is to be lowered in salary. Mayor Royer stated that they had agreed on this <br />at the study meeting. The Ordinance should be adopted promptly inasmuch as salary increases cannot <br />be granted retroactive. <br />Councilman Granger offered introduction of the salary ordinance as prepared, seconded by Councilman <br />Spillers. City Attorney Currie asked if the Council wanted to consider this as a emergency ordinance. <br />Councilman Granger added to his motion to consider this an emergency ordinance. The motion carried. <br />Councilman Spillers moved that they hold a study meeting in the third week of August to reconsider the <br />Department Heads, seconded by Councilman Herkner and carried. Councilman Weiss moved that they refer <br />to the Personnel Board the request that they study the salary schedule for employees, make any <br />adjustments necessary and submit them in time for the study meeting in August, seconded by Councilman <br />Granger providing that the maker take into consideration that any problem relating to salaries:.be <br />referred to the Personnel Board. Councilman 7eiss stated that is what he wanted, he did not want any <br />galary lowered. The motion carried. <br />SHRINE CLUBS REw sST PERTAIT TO CONDUCT CIRCUS ON RODFO GROUNDS JULY 20 TO 22. The Palo Alto and Peninsula <br />Shrine Clubs asked for a permit the same as lost year, if possible. The Clerk stated the permit <br />released them from paying the usual license fee. Councilman Spillers moved approval of the request, <br />seconded by Councilman Stout and carried. I ' <br />COUNTY HEALTH DEPARTMENT REGARDING VECTOR CONTROL SPECIALIST EFPECTIVD SF"TEI'II3FR 1, 1956. The Vector <br />Control Specialist will.make surveys and submit recommendations on procedures to be taken in the <br />eradication of rodents and insects. Councilman Spillers moved that the letter be filed. The Mayor <br />ordered the letter filed. <br />Councilman Granger moved that Leonard Greenwold be reappointed as a member to the :fanning Commission, <br />seconded by Councilman Spillers and carried. <br />
