`115 a r <br />218 <br />had been under consideration for many months and he called attention to the value of the area from <br />a recreational standpoint as well.as the fact that much favorable publicity had already been received <br />due to the d.ocation of the Stanford crew building. In the opinion of the Committee this is the <br />Priority #1 project. 'Councilman Granger stated the Council had agreed unanimously that if the nec— <br />essary funds were expended, necessary steps would be taken to replace the amount, either by adding <br />5¢ to the tax rate or by other means. Councilman Granger then moved that the Council and City .� <br />Manager replace the funds expended on Yacht Harbor project by adding 5¢ to the tax rate or by other <br />means, seconded by Councilman Britschgi. Councilman Weiss called attention to the fact that all had <br />agreed upon the 5¢ but were not as yet unanimous as to the expenditure of funds on the Yacht Haroor. <br />Motion carried unanimously. <br />Councilman Stout commented on the fact that the Park & Recreation Commission had been working on a plan <br />for the Yacht Harbor for several years and were looking forward to the development of the area. The <br />present activity was the first promising step taken during the long period of planning, and he hoped <br />the program will continue by putting in piling, floats and walkways, in fact that the entire area <br />be made into a first class recreation area. He hoped that a master flan could be worked out so that <br />the Council could plan from year to year and at what approximate cost. <br />Councilman Spillers was of ,the opinion that the bid of Osear Holmes was a good solid bid, and he thought <br />further delay would result in grater cost. He then moved acceptance of Oscar Holmes bid for the <br />construction of the levee at the low bid of $23,560 subject to the letting of the dreding contract, <br />seconded by Councilman Britschgi. Assistant City Attorney Lebsack advised that the time limit <br />governing the levee construction of thirty days had expired, and that Mr. Holmes could withdraw his <br />bid if he so desired. The bid for dredging, however was still good inasmuch as the plans and specs <br />allowed for a 60 day time limit. Councilman Weiss.. in answer to Councilman Britschgi's question as I <br />to his interest in the development of the Yacht Harbor and progress in Redwood City, stated he was .+ <br />definitely interested, but wanted to be sure if there were other problems more necessary before <br />expending the greater part of the available capital project funds. IIe named a few important projects <br />which would necessaryily have to be decided in the future, such as extension of Spruce Street to <br />connect with Bayshore Cloverleaf; Land Use plan; traffic study; and others. If he can be assured <br />the carrying out of the Yacht Harbor project will not jeopardize the future program, he will be <br />heartily in favor of the plan. Mayor Royer stated that each Councilman Would have to make up his ovn'm <br />mind and that the Council as a whole should not be held responsible for any action taken by any <br />individual Councilman. Councilman Weiss stated further that he and been classed as a newcomer on <br />the Council, and that as such he was seeking the advice of the Councimen who had served for long <br />periods of time. Councilmen Granger, Spillers and Stout again expressed themselves as favoring the <br />present program. On roll call, motion carried unanimously, Councilman Herkner noted absent. <br />DREDGING CONTRACT. Councilman Britschgi moved acceptance of the bid of San Francisco Bridge Company at <br />.-i <br />$59,752. subject to the signing of contract with Oscar Holmes for construction of the Levee, <br />seconded by Councilman Spillers. Above discussion also covers this item. Motion carried unanimously <br />on roll call, Councilman Hgrkner noted absent. <br />Councilman Granger called attention to a letter received from Mr. Frank Durkee, Director of Public Works., <br />State of California who would address the League of California Cities meeting July 14th on the subject <br />"How the New Federal Aid Highway Bill will effect State and Cities." <br />Mayor Royer thanked the Park & Recreation Commission for recessing their mieting to allow the Council to <br />reach the above conclusions. <br />Meeting adjourned on motion of Councilman Spillers, seconded by Councilman Britschgi and carried. <br />R.
