22 <br />Y <br />a kPark Department capital outlay budget that turf and sprinkler system for Chestnut Park <br />be deleted. <br />It is the feeling of the Commission that the complete turfing of the area at 2nd Avenue <br />and Bay Road is much more vital to the master planning of Redwood City than the need- <br />less turfing of Chestnut Park. Therefore, the Park and Recreation Commission urgently <br />requests that the City Council reconsider its decision to turf Chestnut Park. <br />May we hear from you soon regarding this matter?" <br />Councilman Spillers stated that the Council had a study meeting and he stated that they would go <br />along with the beautification of the playground at Chestnut Street and they would not have to turf <br />this particular area, and, he further asked that this be referred back to the Park and Recreation <br />Commission. The Council Committee recommended that this be turned back to the Park and Recreation <br />Commission tobeautify the playground. Park and Recreation Commissioner Gold stated that in 1951 <br />there hadn't been any use made of the playground, however, to date with the building of apartment . <br />houses in the area this playground has been put to use. The Commission did not want to turf this <br />area. Councilman Stout stated that he was of the feeling that some part of this area should. be <br />turfed. This was followed by discussion. <br />Councilman Royer moved that .the matter be referred back to the Park and Reacreation Commission for <br />development of a plan of beautification which is to be brought back to the Council for consideration, <br />seconded by Councilman Stout and carried. <br />Councilman Stout spoke in regard to turfing the area at Second Avenue. In answer to Commissioner Gold's <br />question, Councilman Stout stated that the Council wanted only a portion of the playground turfed. <br />9 <br />Mr. Gold stated that the Commission wanted the Council to reconsider this area. Councilman Royer stated <br />that the Council wanted to see what the area would look like before proceeding with further turfing <br />of the area. Councilman Royer moved that the Council stand by its original motion and if it proves <br />a <br />necessary thn they can turf the whole area, seconded by Councilman Stout. This was followed by discuss- <br />ion. Motion carried on roll call with Councilmen Britschgi, Jones, Spillers voting No. <br />Councilman Spillers asked if the Council would be willing to spend money and have an overall survey of <br />the whole City. This was followed by discussion but no action was taken. <br />0. C. JONES & SONS REQUEST POSTPONEMENT PARKING LOT VII UNTIL SPRING. The following letter was read by the <br />Clerk: <br />t'Due to the wet, unworkable condition of the jobsite and the onset of the winter season, <br />this office requests that work on the subject contract be terminated until sustained <br />drying weather arrives next spring. We have completed all of the pipe work and concrete <br />structures possible. The next operation is the earthvrork necessary for preparation of <br />the subgrade. It is the opinion on this office that a satisfactory job is unattainable <br />at this time of year. <br />Further, in view of the fact that it is impractical to have accomplished any more work <br />than we have already completed, we feel justified in requesting that no more working <br />days be charged to our contract than those on which we have actually worked. The <br />impediments prohibiting additional work are as follows: <br />1. The Telephone service poles are still in the way. <br />2. The installation.of the city water main through the work area is not completed. <br />3. The Pacific Gas and Electric manholes near catch basin #8 are not completed. <br />4* Right-of-way through the Post Office property has not been obtained. <br />I This prohibits any grading in the area and any work on manhole #2, catch basin #1, and <br />the 12 -inch extra strength pipe. <br />Councilman Royer was of the opinion that most of this was covered in the contract signed by 0. C. �T <br />Jones & Sons. City Engineer Jain reported that 0. C. Jones had not put in the storm drain system Ifs <br />in the correct manner and they should be instructed to finish this work immediately. Councilman <br />Royer moved that the contract be fulfilled as agreed, seconded by Councilman Spillers. This was <br />followed by general discussion after which the motion carried. <br />FINAL PAYMENT WILLIAMS BROTHERS $1,015.57, paving Broadway at Charter, Gas Tax project #55• Councilman <br />
