281 <br />INTRODUCE CRDINANCE REZONING PORTION OF LOT 7 BLOCK F, WOODSIDE ACRES MAP NO. 1, FROM R-3 DISTRICT TO R-2 <br />DISTRICT. The Mayor announced that Mr. Stuart had submitted a letter which mould be taken up at the next <br />Council meeting and would be considered as an appeal. Councilman Stout offered introduction of the <br />ordinance, seconded by Councilman Weiss. Councilman Granger asked if the Council could consider Mrs Stuart's <br />letter as an appeal because of the Council action taken at the September 11th meeting. Mayor Royer stated <br />that it is not to be considered as an appeals that he -was calling attention to the letter which was <br />z received after the agenda had been completed. The motion carried. <br />APPROVAL CF ASSESSMENT DIAGRAM, HIGHLANDS TERRITORY NO. 4 SEVER IMPROVEMENTS. The assessment diagram was <br />presented and it was mentioned that this is the property in back of the Hospital. City Engineer Jain <br />recommended approval of this map. City Attorney Costello stated that he had a resolution which hadibeen <br />prepared by the former City Attorney who was still acting as attorney on this improvement procedure. <br />f � ^ <br />Councilman Britschgi offered RESOLUTION 2103 APPROVING ASSESSMENT DIAGRAM, HIGHLANDS TERRITORY NO. 4 SENER <br />(CIRCLE ROAD TO NORTHERLY CITY LIMITS) and moved its adoption, seconded by Councilman Herkner and carried <br />on roll call, Councilman Spillers being noted absent. <br />MISS DOROTHY ROBERTS and one of her pupils presented trophy #43. This was for first place marching unit at <br />the Napa Fair and it was also the highest points they had ever received, 95. Mayor Royer accepted the <br />trophy on behalf of the Recreation Commission. <br />CITY ENGINEER RECOMMENDED ACCEPTANCE SOFTBALL FIELD LIGHTING COMPLETED BY CENTRAL ELECTRIC COMPANY. The Clerk <br />read the letter wherein Mr. Jain recommended acceptance of the softball field lighting in,Community Park <br />Field No. 4 subject to.correction of any defects in materials and workmanship which might -appear within one <br />year from date of acceptance by the City Council. Councilman Britschgi moved approval of the Engineer's <br />recommendations seconded by Councilman Stout and carried. <br />FURTHER CONSIDERATION APPROVAL TENTATIVE MAP BLOMQUIST INDUSTRIAL TRACT. The Clerk read the following letter <br />submitted by the City Engineer: <br />Re: Blomquist Industrial Tract - <br />Gentlemen: <br />Please refer to your request for a restudy and recommendation as to drainage <br />facilities in the proposed Blomquist Industrial Tract north of the proposed new Bayshore Freeway. <br />We have inspected the site of the proposed subdivisions existing drainage conditions <br />and investigated costs of operation and maintenance of existing storm drainage pumping plants <br />along Bayshore Highway, now operated by the City. <br />The approximate cost of operation and maintenance of the various plants are estimated <br />as follows: <br />Location Area Served Horsepower Annual Costs <br />5th Ave. & Bayshore Friendly Acres 571 $2000.00 <br />Douglas & Bayshore Redwood Industrial Tracts 120 2#350sOb <br />No. 1 and 2 <br />Maple & Bayshore M Marshall St. vicinity 70 20025.00 <br />Harbor Boulevard Emergency bypass pumps for 55 29025.00 <br />sewage Treatment Plant <br />It will be noted from the above that the cost to the City is in excess of $2#000.00 per <br />year for maintaining and operating each pumping plant taken over by the City. All pumping <br />stations to date have been constructed at the expense of the subdivider or the property included <br />in an assessment districts , <br />After reinspecting the site.. it is our opinion that the most satisfactory method of <br />developing the industrial sites east of the Bayshore Highway would be by filling in the area to an <br />�u <br />elevation above the highest estimated tide levels so that natural drainage can be had under all <br />�j <br />conditions of tide and storms. Even though we had previously agreed that the storm drainage <br />could be handled by adequate pumping stationss.with equivalent standby power facilities$ the <br />annual cost to the City is considerable. This can only be justified on the basis of increased tax <br />revenues which may accrue from development of .these properties. <br />Regardless of which method of drainage is required# or provided, provision should <br />be made for drainage through the Blomquist property of all. storm sewers originating west of <br />Bayshore Highway between Harbor Boulevard and ,Maple Street# which is not now collected into <br />existing drainage systems. <br />When the Blomquist property was first partially filled in by dredging a few years <br />
