281 INTRODUCE CRDINANCE REZONING PORTION OF LOT 7 BLOCK F, WOODSIDE ACRES MAP NO. 1, FROM R-3 DISTRICT TO R-2 DISTRICT. The Mayor announced that Mr. Stuart had submitted a letter which mould be taken up at the next Council meeting and would be considered as an appeal. Councilman Stout offered introduction of the ordinance, seconded by Councilman Weiss. Councilman Granger asked if the Council could consider Mrs Stuart's letter as an appeal because of the Council action taken at the September 11th meeting. Mayor Royer stated that it is not to be considered as an appeals that he -was calling attention to the letter which was z received after the agenda had been completed. The motion carried. APPROVAL CF ASSESSMENT DIAGRAM, HIGHLANDS TERRITORY NO. 4 SEVER IMPROVEMENTS. The assessment diagram was presented and it was mentioned that this is the property in back of the Hospital. City Engineer Jain recommended approval of this map. The Clerk read the following letter submitted by the City Engineer: Re: Blomquist Industrial Tract - Gentlemen: Please refer to your request for a restudy and recommendation as to drainage facilities in the proposed Blomquist Industrial Tract north of the proposed new Bayshore Freeway. We have inspected the site of the proposed subdivisions existing drainage conditions and investigated costs of operation and maintenance of existing storm drainage pumping plants along Bayshore Highway, now operated by the City. The approximate cost of operation and maintenance of the various plants are estimated as follows: Location Area Served Horsepower Annual Costs 5th Ave. & Bayshore Friendly Acres 571 $2000.00 Douglas & Bayshore Redwood Industrial Tracts 120 2#350sOb No. 1 and 2 Maple & Bayshore M Marshall St. vicinity 70 20025.00 Harbor Boulevard Emergency bypass pumps for 55 29025.00 sewage Treatment Plant It will be noted from the above that the cost to the City is in excess of $2#000.00 per year for maintaining and operating each pumping plant taken over by the City. All pumping stations to date have been constructed at the expense of the subdivider or the property included in an assessment districts , After reinspecting the site.. it is our opinion that the most satisfactory method of developing the industrial sites east of the Bayshore Highway would be by filling in the area to an �u elevation above the highest estimated tide levels so that natural drainage can be had under all �j conditions of tide and storms. Even though we had previously agreed that the storm drainage could be handled by adequate pumping stationss.with equivalent standby power facilities$ the annual cost to the City is considerable. This can only be justified on the basis of increased tax revenues which may accrue from development of .these properties. Regardless of which method of drainage is required# or provided, provision should be made for drainage through the Blomquist property of all. storm sewers originating west of Bayshore Highway between Harbor Boulevard and ,Maple Street# which is not now collected into existing drainage systems.
