282 `•
ago, permission was given by the City Council to construct a temporary drainage
ditch around the property until the dredging was completed. It is our recollection,
however, that the owner was obligated to provide drainage facilities through his -
property at such time as it was developed. The present temporary ditch is approx—
imately 4,000 feet in length, laid at zero grade, and cannot under the conditions
be considered an adequate drainage channel. It has not been properly maintained
by the owner and was constructed entirely on private property. No easements have
been granted to the City, so the City has no jurisdiction over the maintenance and
operation of this channel. `
It is our recommendation that Mr. Blomquist 4. be given permission to construct
a sanitary sewer across his property to connect into the existing Bayshore I!
interceptor sewer prior to approval of any subdivision map in this area. The reason i
for this recommendation is so that Mr. Blomquist may relocate the Blomquist Oil
Cgmpargr facilities to make room for the new Bayshore Freeway. -
It is>our further recommendation, based upon present available information,
that the entire area be filled to an elevation of at least one foot above highest
estimated tide level, and the streets also be constructed to this minimum elevation,
to protect all future purchasers of property in the area. You will recall that
this was the requirement established approximately two years ago for other industrial
property north of the Bayshore Highway.
Respectfully submitted,
Glenn M. Jain City Engineer
Gentlemen:
At the last regular meeting of your.Planning Commission, August 28,
1956, regarding L. Councilman Stout was of the opinion that the Planning Commission should keep in
mind the entire property.
