Councilman Granger moved that the City Manager be authorized to investigate and take whatever steps he deems necessary within the law to protect the pbulic from the dangers from the creeks seconded by i Councilmw Herkner and carried. Councilman Granger brought up the matter of street lighting on Broadway and E1 Camino -Real. The Mayor stated that the Street Lighting Committee should check into this matter. Councilmen Granger and Weymouth are on this committees this was followed by discussion. Councilman Granger spoke about the stopping of the traffic signals working at night at Broadway and E1 Camino Real. This was referred to the Traffic Fact Finding Committee for study and report. Claims 21410 through 21557, totaling $$59,499.22s were ordered paid on motion of Councilman Stout, seconded by Councilman Herkner and carried. ON ROLL CALL the following were noted present: Councilmen Floyd D. Granger, Sidney D. Herknerg Robert V. Spillers, Hiram S. Stout, Louis Weiss, Ray Weymouth, Mayor William H. Royer and Clerk pro -tem John J. Brophy. Also present were City Manager E. A. Rol.ison, City Engineer Glenn M. Jain, City Attorney Robert J. Costello, Water Superintendent H. L. 17inter, Assistant Water Superintendent Warren Mitchell, Police Chief William Faulstich, Building Inspector S. H. Kreiss, Fire Chief J. L. Lodi, Assistant to City Manager L. A. Kimball, Planning Commissioners Greenwold and Tiedemann and Account -Clerk Vivian Holmquist. OATH OF OFFICE: Councilman Granger offered RESOLUTION 2176 APPOINTING DEAN W. TOWNSEND AS AS MEMBER OF THE PERSONNEL BOARD and moved its adoption, seconded by Councilman Herkner and carried on roll call. Mr. Townsend took the oath of office. Councilman Weiss read a prepared statement which reads in part as follows: "The Planning Commission has, for the past several meetings, proceeded on the premise of holding the line on I rezonings pending final determination and adoption of the proposed Land Use Plan on which public hearings are now in process. The very night that this matter was being considered by the Planning Commission, several other applications were laid over for that very reason, in fact recently we upheld a denial by the the that the Planning Commission informed the Council that the applicant desired Commission solely on gound immediate action and was not willing to have his application held over and await disposition and action until after adoption of the proposed Land Use Plan. • - - - - It is not shown whether the applicant, in this instance, demanded immediate disposition, if such is the case then his application should likewise be denied - if on the other hand he has no objection to the postponement, then his application should be held over as were all others who have consented. -----1
