Councilman Spillers moved that the p8blic hearing be closed, seconded by Councilman Weymouth, Council— man Granger was of the opinion that the City should not be blocked off until such time as the Land Use Plan is put into effect. He did not believe that the Land Use Plan indicated any complete change in the zoning. Councilman Stout wanted to know if this was in conformity with the Land Use Plan. He was of the opinion that the Planning Commission should state in their recommendation how the Plan effects the property. This was followed by discussion after which the motion carried. Councilman Weiss moved that this matter be held over provided the applicant grants consent until such time as the Land Use Plan is provided. This motion lost for lack of a second. Councilman Herkner ,stated that he believed that this should be held over for one week to see if this conflicts with the Land Use Pjan. r Councilman Herkner moved that this matter be held up for one week, seconded by Councilman Stout. Planning Commissioner Greenwold stated that the adoption of the Land Use Plan does not rezone any property. The Land Use Plan is a guide only. This application in question does not come under any area which the Planning Commission considers critical. This was followed by discussion. .The motion lost on roll call with Councilmen Granger Spillers, Weymouth and Mayor Royer voting NO. Councilman Granger moved that the permit be granted and approved the Planning Commission's recommen— dation., seconded by Councilman Spillers and carried on roll call, Councilman Weiss voting NO. REPORT ON BID OPENING, GASOLINE REQUIREMENTS, YEAR 1957. The following bids were received: Vendor Net Price Texas Company $ .2298 Standard Oil .2349 Shell Oil Company .2351 Signal .243 Richfield .248 Tidewater Associated .2505 l} General Petroleum .253 The City Manager recommended that the low bid of TexassCompany be accepted. Councilman Herkner agreed with the recommendation of the City Manager, however, there was one company who use the "favored nations clause". Councilman Herkner explained the term and stated that since this Company's bid was over the low bid, he concurred with the City Manager's recommendation. Councilman Stout, moved that the City Manager's recommendation be approved, seconded by Councilman Weiss and carried. PLANNING COM6SION RECOMMENDED VARIANCE TO BAPTIST CHURCH, JAMES AND HUDSON, TO ALL09 70% LOT COVERAGE AND WAIVER OFF—STREET PARKING REQUIREMENTS. This variance would allow 70% lot coverage instead of the normal 40%, and 5' rear yard instead of 151. At the public hearing held by the Planning Commission, several persons were present to question the advisability of allowing expansion of the church with— out the requirement of off—street parking. However, it is the feeling of the Commission that the existing chrches must be allowed to expand on their existing site in order that they may serve the Q community in which they are located. The Redwood City Ministerial Association of 20 churches agreed to support the action of each churchmhen the plans are first presented to the association. The First Baptist Church has complied and received the unanimous backing of all* Councilman Stout moved approval of the Variances seconded by Councilman Herkner and carried. FURTHER CONSIDERATION ORDINANCE ESTABLISHING NEW SEWER RENTAL CHARGES. The City Attorney requested that � -this be turned over to him for further checking and information.
