Councilman Spillers offered RESOLUTION 2231 ESTABLISHING AND DECLARING CERTAIN DESCRIBED ENTRANCES TO DESIGNATED INTERSECTION TO BE STOP ENTRANCES and moved its adoption, seconded by Councilman Weymouth and carried on roll call with Councilmen Herkner and Stout being noted absent. The Mayor announced that he had two resolutions to bring up that were not on the agenda. Councilman Granger offered RESOLUTION 2232 OBJECTING TO CERTAIN LEGISLATION OF.THE STATE OF CALIFORNIA, DESIG- NATED A. B. 13, A. B. 2770, AND A. B. 1236 and moved its adoption, seconded by Councilman Spillers and carried on roll gall, Councilmen Herkner and Stout being noted absent. The Clerk was asked to forward copies of this resolution to Assemblymen Britschgi and Francis and Senator Dolwig., Councilman Spillers offered RESOLUTION 2233 OBJECTING TO PROPOSED EXTENSION OF JUNIPERO SERRA FREEWAY ALONG ROUTE ItA° AS DESIGNATED BY THE DIVISION OF HIGHWAYS, DEPARTMENT OF PUBLIC WORKS, STATE OF CALIFORNIA and moved its adoption, seconded by Councilman Weiss and carried on roll call, Councilmen Herkner and Stout being noted absent. Copy will be forwarded to Division of Highways. REPORT OF PAPID TRANSIT COMMITTEE, S. B. 723, the Mayor read the report which read in part as followss 116...0 It is the ,feeling of the committee that the bill in its present form is too ambiguous to permit detailed comment. Moreover, it is the opinion of the committee that this bill and all amendments should be considered in relation to s. b. 850, previously reported on by our committee, with the view toward integrating these bills with the original engineering reports and financial studies, and especially the report of Stanford Research Institute regarding the problem of rapid transit in the Bay Area generally. Such a study is obviously beyond the scope of the present committee and therefore we suggest that Council recommend appointment of a committee representing public and private interests in San Mateo County, including representation of local government, for the purpose of correlating all present legislation to the original material prepared by Stanford Research Institue and the consulting engineers." Councilman Weiss stated that the committee recommended that the Board of Supervisors be notified. Councilman Spillers moved approval of the Committeets recommendation that the Board of Supervisors be notified, seconded by Councilman Weymouth and carried. ACQUISITION OF PORTIONS OF LOTS 16, 17, 18, & 19 BLOCK 13, HIGHLANDS OF EMERALD LAKE NO. 1. City Engineer Jain stated in his report that there apparently was a misunderstanding as to the proposed improvement assessment against the above mentioned lots for sewer and water mains since the proposed assessments quoted in the Real Estate Committee report to the City Council did not conform to the established assessments contained in our preliminary assessment spread for this area. Mr. Jain suggested that formal action by the City Council as to acquisition of these properties be withheld until the final assessments for this improvement project have been completed. As soon as this information is available he will advise the Real Estate Committee of his recommendation. Councilman Granger moved that this letter be mad3 a part of the record and be carried on the agenda until such time as the final assessment spread is completed on the Highlands of Emerald lake No. 1 Improvements, seconded by Councilman Spillers and carried. Councilman Granger stated that he had a letter from the City Engineer in regard to drainage ondditions, 358 Roble Avenue. Mr. Jain stated that they made a field investigation of this condition and do not believe that a satisfactory solution can be found until such time as permanent street improve— ments are petitioned for and constructed in this area. The various property owners have constructed temporary paving along the frontage of their properties to connect with the existing street surfacing, which work has obstructed any natural drainage which might have existed along this unimproved street. Mr. Jain"does not believe that the construction of dry wells in front of this, or any other individual property, would be justified as to cost, and he does not favor the construction of any improvements in the d ecicated street area which might interfere with future street improvements, nor which would be unusable at such time as permanent street improvements are constructed. If any dry wells are constructed, he feels that they should be constructed by the owners on private property to relieve their individual problem.
