4-66 -' ADOPT ORDINANCE AUTHORIZING AGREEMENT WITH DUMBARTON FIRE PROTECTION DISTRICT. The Mayor ordered the affidavit of publication filed. The Clerk read the title of the ordinance. Councilman Spillers offered ORDINANCE 857 AN EMERGENCY ORDINANCE AUTHORIZING AGREEMENT BETWEEN DUM11ARTON FIFE PROTECTION DISTRICT AND CITY OF REDWOOD CITY FOR FURNISHING FIRE PROTECTION BY THE CITY WITHIN SAID FIRE PROTECTION DISTRICT and moved its adoption, seconded by Councilman ITeiss and carried on roll call, Councilman Herkner being rioted absent: FURTHER CONSIDERATION, PROPOSED ANNEXATION FARM HILLS ADDITION NO. 1. The Mayor announced that the papers had been turned in the City Attorney had a change he wanted to make and asked that the matter be continuted for one week. Councilman Stout moved to continue this matter for one week, seconded by Councilman Spillers and carried. PROPOSED ASSESSME14T DISTRICT, FARM HILLS BOULEVARD AREA. The Clerk read the following letter from Herbert i Frahm, Civil Engineer: ' Submitted herewith is a fully executed petition covering the completion of improvements on Farm Hill Blvd from Farm Hill 1 to Jefferson Ave. This petition is the beginning of formal procedure necessary to complete the work by assessment proceedings. Also submitted is a letter dated May 13, 1957 from the Pacific National Fire Insurance Company stating that the assessment procedure does not jeopardize the City's rights under applicable bond. For the edification of the Council members who might wish to have a recap df our prior meetings and commi.ttments we offer the f ollowing information. The firm of Oddstad Homes and Hitchcock and Chamberlain, developers of the Farm Hill No. 1 sudivisi.on entered into an agreement dated 22 Dec. 1955 covering completion of Farm Hill 1 and Farm Hill Blvd to Jefferson Avenue. Pacific National Fire Insurance Company Bond No. BP 51652 was written to guarantee completion of this work. Through a series of meetings with your body we proposed to complete the improvements covered by the bond and agreement relating to Farm Hill Blvd off the limits of Farm Hill 1 by assessment proceedings. Several questions were resolved during the procedure. These included the elimination of assessment against the G. A. Davis property, elimination of acquisition of previously completed work, and agreement to exclude and City of Redwood City property from the assess- ment. It was established that the most direct way of accomplishing the outstanding work was to assess property of Oddstad Homes only and to proceed under and assessment program in accordance wtih provisions of the Improvement Act of 1911, as amended. The work as outlined would be a'pr'oject valued at approximately $64,800 with G� assessments of p?400 on each normal 6000 sq. ft. or larger building site. It is proposed that the undersigned be designated design engineer and the firm of Currie, Lebsack, and Hannig be designated attorneys for the conduct of proceedings for the work. There was also a petition for" assessment proceedings signed by A: F. Oddstad, President, and Elma D. Oddstad, Secretary, For Oddstad Homes. ° There was some discussion following the reading of the above mentioned letters and petition. Councilman Weiss asked questions about the concrete wall to be erected next to the Davis property and he also wanted to know if the department heads involved with this had gone over the matter. This was followed by disussi6n. Councilman Spillers moved to accept the petition and it be made a part of the minutes, seconded �lAll by Councilman lifeymouth and carried. PETITION FOR ASSESSMENT The undersigned hereby certify that they are the owners of all of the property described in Exhibit "A" attached hereto and made a part hereof. The undersigned hereby petition the Council of the City of Redwood City to initiate appropriate assessment proceedings as determined by said Council to complete the work of improvement of Farm Hill Boulevard between Farm Hill Subdivision No. 1 and Jefferson Avenue by constructing and installing therein finish grading, paving, curbs, crusher -run base, gutters, sidewalks, driveway approaches, electroliers and any and all appurtenances reasonably necessary to complete the same as determined by the City Engineer and Street Superintendent of the City of Redwood City and as set forth in the plans for the improvement of Farm Hill Boulevard heretofore approved by the City Engineer of Redwood City.
