PARK AND RECREATION RECOMMENDATION REGARDING CITY MiD PROPERTY ADJACENT TO YMCA BUILDING. The Clerk read llllll the letter wherein the Commission stated that they had no use for this property for park and recreational facilities and they wish to refer this matter to the Council in view of the fact that this property will be included in the future as a possble assessment district. They recommended that this matter be turned Fig over to the Real Estate Committee for disposal. The Y. M. C. A. has requested a lease arrangement for use 1I of this piece of property. Councilman Granger moved that this be referred to the Real Estate Committee, seconded by Councilman . Britschgi. This was followed by discussion. Councilman Spillers was of the opinion that they should enter into an agreement with the Y. M. C. A. for the use of the property and he•was not in favor of selling this property. Motion carried with Councilman Spillers voting NO. AND SUGGESTIONS, COUNCILMEN AND DEPARTMENT HEADS. City Attorney Currie stated that he had ready a resolution determining that the public interest and necessity demand the acquisitions construction and completion by the City of Redwood City of the following municipal improvements, to wit: (A) Police Station and (B) Municipal Water System improvements= and each of them, will require an expenditure greater than the amount allowed therefor by the annual tax levy. Mr. Currie stated that this resolution should be adopted so that it might appear on the election ballot in April. Councilman Spillers offered RESOLUTION 1980 DETERMINING THAT THE PUBLIC INTEREST AND NECESSITY DEMAND THE ACQUISITION, CONSTRUCTION ETC. and moved its adoption, seconded by Councilman Granger and carried on roll, Councilman Jones being noted absent. City Attorney Currie reported that this was the time to introduce the ordinance,calling a special municipal bond election and fixing the date of said election. Councilman Spillers offered introduction of ordinance, seconded by Councilman Granger and carried an roll call, Councilman Jones being noted absent. City Attorney Currie advised that resolution would be ready for adoption at the February 20th meeting covering the proposed Charter Amendment concerning the publication of ordinance, and which would appear on the ballot exactly as it was presented on the April, 1954 ballot. City Attorney Currie spoke in regard to rezoning Mr. Dale stuarts property from R-2 to R-3* He asked that the Council include all of Lot 72 Block F. Woodside Acres (1630 Union Avenue) rater than the portion of Lot 7 that had been requested for rezoning• Councilman Moyer moved introduction of ordinance to rezone all of Lot 7,,Block F. Woodside Acres, from R4 to R-3, seconded by Councilman Spillers and carried. Councilman Stout asked if the traffic lights along E1 Camino Real were set on a speed basis. Police Chief Faulstich stated that the signals were not set on a. speed basis, however, they are set up as best as, they can for the type of signals that the City uses. Councilman Granger asked for a report as,to the cost of the revamping of the trees on El Camino Real.' He 'suggested that if it can be done at all that they be permitted to plant the trees now and take the old trees out at their leisure. Councilman Granger moved -that the City Manager take the necessary steps to plant the trees and the old trees to be taken out later, seconded by Councilman Royer. The planting strip in question being between Brewster and Whipple Avenues. Motion carried. - Councilman Granger asked the City Manager why the Counter had not ordered the clean up of the lot on Howland street. He asked that steps be taker t o abate this property. G i�1
