The Mayor asked the Clerk to write a letter to the sender of the petition telling them of the action already taken by the Council in regard to this matter. The City Manager recommended that the Fire Chief be advanced from Step #4 to Step #5 effective July 1, 1957• Councilman Spillers moved approval of the City Manager's recommendation, secm ded by Councilman Weiss and carried. The City Manager recommended that the Water Superintendent be advanced from Step #4 to Step #5 effective August 1, 1957- Councilman Weiss moved to accept,the recommendation of the City Manager, seconded by Councilman Weymouth and carried. The City Manager recommended that Building Inspector be advanced from Step #3 to Step #4 effective July 1, 1957- Councilman Weiss moved approval of the recommendation of the City Manager, seconded by Councilman Stout and carried. Councilman Granger moved that they take the same type of resolution and give the City Manager the same type of step increase. The City Manager stated that this is based on the anniversary dates. Councilman Weiss read the following prepared statement: "Last week and earlier this evening I expressed certain thoughts and views relative our Yacht Harbor activities. Mr. Mayor, my sentiments are on the record and have not changed. Since each of you gentlemen'have now had an opportunity to read and digest the import of my motion as made last week, calling for the City Manager to make a comprehensive report relative thereto, I feel this is an opportune time for me to again offer the same motion, and Mr. Mayor, I so move." Councilman Weiss's motion was that the City Manager rpepare such a comprehensive survey and report for submission to the Council by not later than the first meeting in August 1957. Further that his report include any and all pertinent comments and recommendations he deems appropriate, and should cover, amongst other matters, the following specific points: 1. Is the Yacht Harbor under the active supervision and administration of his office and the Recreation Department? 2. What present facilities, other than berthing are available at the Yacht Harbor? 3. What commitments, agreements and rules, etco as to use of such facilities are of ,record? What .fees, etc. are being charged? 4- What berthing facilities are presently available at the Yacht Harbor? 5. When were, and what are the rates presently established? When if at all have they been reviewed? Are they adequate in the light of present day circumstances? 6. What plans for ultimate development's are presently available? 7. Have definite priorities for each phase of development been established? _8. Have costs and means of financing been explored and developed? ,Councilman Granger seconded the motion but added that a copy be sent to the maker of the petition and copies to be sent to the Council. The motion carried. Councilman Granger reported that he had been contacted with regard to a 30 ton tank to be used during the July 4th parade. The City Engineer asked that the tank be displayed on lower Broadway rather than being used on the new asphalt, expecially during hot weather. This was followed by discussion. Councilman Weiss moved that the equip- ment not be allowed on the street but would be allowed to be placed on display, seconded by Councilman Herkner.
