CITY ENGINEER REPORT ON STUDY OF RESERVOIR BIDS. The Mayor announced that the.City Engineer requested that this matter be considered at a stildy meeting. Councilman Spillers moved that this be carried on the agenda for one week with the understand- ing that they hold a study meeting on Wednesday, July 17th, seconded by Councilman Herkner and carried. CITY ENGINEER REPORT ON RECENT ARTICLE IN TRIBUNE FORUM COLUMN. The Clerk read the follow- ing report: "On July 8, 1957s. the City Council requested that the City 1'ngineer make a report in regard to the letter which appeared in the Redwood City Tribune Forum Column on that date from Mr. A. F. Sundquist, 2431 Harding Avenue. The records of the City Engineerts office indicate the following: 1. The improvements in that portion of Harding Avenue included within the Oakridge Subdivision were constructed by the subdivider in 1947-1948. 2. The unimproved remainder of Harding Avenue between the Oakridge Subdivision and Canyon Road was included in the Canyon Road Territory annexation to Redwood City under Ordinance No. 661 under date of February 13, 1951. 3. No petition has ever been received fro the improvement of this portion of Harding Avenue, and it is not practicable to create an assessment district for a portion of a block, due to the high unit costs on such a small project. It would be logical to include this portion of Harding Avenue at such time as an assessment distri ct is formed for the improvement of Canyon Road. !F. A resubdivision of the property along the south boundary of this portion of Harding Avenue into two lots, each 75 feet by 100 feet, facing on Harding Avenue, was approved by the Planning Commission March 19, 1952, at the request of a Mr. Ockenfels, immediately after the sanitary sewers were installed in Canyon Road and Harding Avenue. 5. A second resubdivision of these two lots, on behalf of Mr. Sundquist, was approved by the Planning Commission January 12, 1954s subject to the following con- ditions: (a) Owner deeding a storm drainage easement at the rear of the property for creek purposes. (Not received to date). (b) Owner deeding a 10 foot strip along Harding Avenue for the eventual widening and improvement of Harding Avenue, to conform with the 60 foot right-of-way in the Oakridge Subdivision. The two portions of Harding Avenue in the Oakridge Sub- division and Highlands of Emerald Lake Subdivision No. 1, respectively, created a 10 foot offset in the south property line of Harding Avenue. (c) Owner to pay for any additional sewer laterals required for this resubdivision. 6. Plan lines for an ultimate 60 foot right-of-way on Canyon Road were adopted November 28, 1955s to provide an additional five foot setback on each side of Canyon Road. It has not been the policy of the City in the past to construct permanent improve- ments on any unimproved street until such time as a formal petition has been received, bearing.signatures of the.owners of 60% of the frontage to be assessed for such work. It has also been City policy to only grade unimproved streets as necessary to main- tain the street in a condition reasonable for safe passage of vehicles. Glenn M. Jain, City Engineer Councilman Spillers moved that they accept the letter and asked that a letter be sent to the Tribune in answer to the letter of Mr. Sundquist which appear6d in the Forum Column. This was followed by discussion after which Councilman Spil]e rs added to his motion that the letter be turned over to Councilman Granger so he can turn in the letter to the Tribune, seconded by Councilman Gr&nger. This was followed by discussion. Councilman Spillers added to his motion that the City Manager write a letter to Mr. Sundquist telling,him of the procedure to follow for street improvements This was agreed to by the second. The motion carried with Mayor Royer voting N0.
