Councilman Herkner offered RESOLUTION 2290 AUTHORIZING EXECUTION OF AGREEMENT BETWEEN CITY OF REDWOOD CITY AND HENRY MAYER AND VICTOR M. SBOROV IN CONNECTION WITH ACQUISITION OF REAL PROPERTY FOR THE WIDENING OF JEFFERSON AVENUE and moved its 1 adoption, seconded by Councilman Weymouth and carried on roll call. < 4ouncilman Stout offered RESOLUTION 2291 APPROPRIATING THE SUM OF $150.00 FROM THE UNBUDGETED UNAPPROPRIATED SURPLUS OF THE GENERAL FUND FOR ACQUISITION OF REVERSIONARY INTEREST IN LOTS 28 AND 292 BLOCK 11, HIGHLANDS OF EMERALD LAKE and moved its adoption, secrsnded by Councilman Weiss and carried on roll call. Councilman Weymouth offered RESOLUTION 2292 GRANTING VARIANCE FROM CERTAIN PROVISIONS OF THE ZONING ORDINANCE OF THE CITY OF REDWOOD CITY (variance to J. Saffores to alloK 3% additional lot covering) and moved its adoption, seconded by Councilman Spillers and carried on roll call. RESOLUTION AUTHORIZING AGREEMENT WITH KENSINGTON SQUARE SANITARY DISTRICT. Councilman Spillers moved that this be carded on the agenda for two weeks, the •Clerk to send copies of the agreement to each member of .the Council for study, seconded by Councilman Stout and carried. COUNCILMAN WEISS REGARDING PROPOSED AMENDMENTS TO CHARTER. Councilman Weiss read the following prepared statement; On several occasions in the past I have endeavored to obtain Council action with a view to establishing some method to provide for a review of our charter and develop any needed revisions in the light of modern day practices and developments. I am especially interested in and am convinced that the provisions of our charter are rather vague and somewhat ambiguous as to procedure involving fiscal matters and budgeting. We all must realize that procedures and practices over the nearly three decades since our charter was adopted have been greatly improved and systemized. Also that our community has grown from a little village to a thriving, I hope, metropolis, thus necessitating greaterpefficiency and acuman if we are not to bog down for lack of proper organization. For several years now, and more especially this past year, we have had considerable difficulties and discussions as to propriety and methods of procedure. Naturally we must take steps to face the various problems°realistically, and one very essential requirement is the updating and clarifying of our charter provisions. Neat April we are to have our regular Municipal election, that should be an ppportune time to have appropriate charter amendments included on the ballot. Of ourse,-if we are presenting a suitable program, well thought out, we must logically take action now to set up a suitable and competent committee to study our needs and requirements; form- ulate their recommendations so it can be submitted to the Council by sometime early in November; that would permit proper study by the Council and the holding of several public hearings before finalizing the proposed changes for submission to the electorate in April 1958." Councilman Weiss moved that this metter be referred to the Mayor to take the necessary action, seconded by Councilman Stout. The Mayor stated that the City Attorney and the City Manager have been requested to check into the Charter and make their recommendation as a committee on any suggested changes they may deem necessary. This was followed by discussion. Councilman Granger stated that he believed the Charter was a good charter and they had a good committee who checked this back in 1949. He was of the opihion that the Charter was in good form even though it might be outdated in a few places. At one time the Council tried to have the Charter changed to have the budget set for sixty days and that was turned down. Councilman Granger referred to work the Council had done and considered during 1951. He suggested that a copy of the 1951 report be given to each member of the Council.
