20 <br />Minutes of the Regular Meeting <br />Redwood City Council <br />September 19, 1960s 8:00 P.M. <br />Invocation was led by Father John Haverland, St. Peters Episcopal Church. <br />ON ROLL CALL the following were noted present: Councilmen Ron W. Fields, Sidney D. Herkner, John S. Rosselli, <br />William H. Royer, Harold C. Stehle, Mayor Ray A. Weymouth and City Clerk Helen C. Moores Councilman Floyd <br />Granger was noted absent. Also present were City Attorney Robert J. Costello, Police Chief William Faulstich, <br />Planning Director Dick Wilkinson, City Engineer Glenn M. Jain, Assessor -Auditor John J. Brophy, Building <br />Inspector S. H. Kreiss, Assistant Planning Director Leonard Knittel and Deputy City Clerk Vivian Rifbjerg. <br />Councilman Fields moved approval of the minutes of September 12th as mailed, seconded by Councilman Stehle and <br />carried. <br />The Mayor read a letter of resignation -from Mary. Gregg Thorning, member of the Library Board. of Trustees. Council <br />man Rosselli moved that the Council reluctantly accept the resignation and a resolution be prepared commend- <br />ing Mrs. Thorning for her years of service, seconded by Councilman Royer and carried. <br />Councilman Herkner nominated Eve Currie to the Library Board of Trustees, seconded by Councilman Fields. <br />Councilman Royer moved that the nominations be closed, and a unanimous ballot be cast for Eve Currie, seconded <br />by Councilman Stehle and carried unanimously. (MINUTE ORDER #60-197) <br />The City Clerk administered the Loyalty Oath to Mrs. Currie which was fallowed by the Mayor presenting the <br />°Certificate of Appointment." <br />Continuation of public hearing, Leslie Annexation 2-B. There being no objections, Councilman Fields moved to <br />continue the public hearing to November 21st, seconded by Councilman Rosselli and carried. <br />PUBLIC HEARING ON THE APPEAL FROM THE BOARD OF ADJUSTMENTS DENYING VARIANCE FOR PERMISSION TO CONSTRUCT AN <br />ILLUMINATED SIGN IN AN R-1 DISTRICT, CHURCH OF THE NAZARENE, LOCATED AT 3518 JEFFERSON AVENUE. The public <br />hearing was declared open and the affidavit of notice ordered filed. The Clerk read the report of the Plan- <br />ning Commission, letter of appeal by the Church of the Nazarene and the petition with 43 signatures protest- <br />ing the illuminated sign. Appearing in protest were John Ward, 326 Avalon Drive, South San Francisco; Edwin <br />Griffith, 3527 Jefferson Avenue, representing himself and two neighbors; and Betty James, 3534 Jefferson <br />Avenue. After discussion on an amended sign, Councilman Royer moved that the public hearing be closed, sec - <br />on ded by Councilman Rosselli and carried. <br />Councilman Rosselli moved to refer the matter back to the Planning Commission for consideration of the amended <br />sign, seconded by Councilman Stehle. Councilman Royer amended the motion to grant the variance with the lesser <br />sign, 61 Illf overall, indirect lighting and as outlined by the staff, seconded by Councilman Fields. Council- <br />man Herkner amended the amendment that the sign be placed on the. slope. The amended amendment lost for lack <br />of a second. The amendment carried on roll call with Councilmen Fields, Herkner, Royer and Stehle and Mayor <br />Weymouth voting yes, Councilman Rosselli voting no and Councilman Granger being noted absent. <br />Councilman Royer moved to instruct the City Attorney to draw up the necessary resolution approving the <br />amended sign (MINUTE ORDER #60-198)•, sed'onded by Councilman Fields and carried, Councilman Rosselli voting <br />no because he felt it -should be referred back to the Planning Commission. <br />Councilman Royer moved adoption of RESOLUTION NO. 3198 BEING A RESOLUTION OF PRELIMINARY DETERMINATION MARSHALL <br />STREET IMPROVEMENTS (JEFFERSON AVENUE TO MAIN STREET), seconded by Councilman Herkner and carried unanimously <br />on roll call, Councilman Granger being notedabsent. (public hearing set for October 3, 1960) <br />Councilman Rosselli moved adoption of RESOLUTION N0, 3199 BEING A RESOLUTION OF INTENTION TO MAKE CHANGES AND MODI- <br />FICATIONS PARKING DISTRICT NO. 1 (MARSHALL STREET IMPROVEMENTS), seconded by Councilman Stehle and carried <br />unanimously on roll call, Councilman Granger being noted absent. (public hearing set for October 10, 1960) <br />Councilman Herkner moved adoption of RESOLUTION NO, 3200 APPROVING AND AUTHORIZING EXECUTION OF FREMVAY MAINTEN- <br />ANCE AGREEMENT WITH STATE OF CALIFORNIA, seconded by Councilman Fields and carried unanimously on roll call, <br />Councilman Granger being noted absent. <br />u <br />
