<br />Redwood City Council
<br />December 5s 1960, 8:00 P.M.
<br />Invocation was led by Reverend Marion D. Pember,
<br />ON ROLL CALL the following were noted present: Councilmen Ron W..Fields, Floyd D. Granger, Sidney D.
<br />Herkner, John S. Rosselli, William H. Royer,. Harold Co Stehle, Mayor Ray A. Weymouth and City Clerk
<br />Helen C. Moore. Also noted present were City Manager J. E. Neal$ City Attorney Robert J. Costello,
<br />City Engineer Glenn M. Jain, Building Inspector S. H. Kreiss., Police Captain Theordore Moudakas, Assess
<br />Auditor John J. Brophy, Water Superintendent H. L. Winter, Planning Director Dick Wilkinson, Fire Chief
<br />J,. L. Lodi, Assistant Planning Director Leonard Knittel, Assistant to the City Manager Bert Balmer and
<br />Deputy City Clerk Vivian Rifbjerg.
<br />Councilman Royer moved approval of the minutes of November 28th and November 29th as mailed, seconded by
<br />Councilman Rosselli and carried.
<br />CONTINUATION OF PUBLIC HEARING ON EDGENOOD ANNEXATION 1-C. The public hearing was declared open. The Clerk
<br />announced that she had received five letters of protest filed at 3:14 p• m., Monday, December 51, 1960.
<br />The City Attorney stated that these letters could not be considered as a part of the "majority protest"
<br />but could be considered as a matter of policy. In order to be registered as a majority protest, the
<br />,letters had to be filed prior to June 13, 1960s the date of the public hearing. Mr. A. Be Fairfax,
<br />Harrison Rogers and Roger Olmsted all spoke in protest of the annexations Councilman R oyer moved to
<br />close the public hearing, seconded by Councilman Rosselli and carried.
<br />Councilman Royer moved to instruct the City Attorney to bring in the necessary resolution terminating
<br />. the annexation (MINUTE ORDER #60-256), seconded by Councilman Herkner and carried.
<br />PUBLIC HEARING ON MARSHALL STREET IMPROVEMENT DISTRICT, JEFFERSON AVENUE TO MAIN STREET. The public hear-
<br />ing was declared open and the affidavits of posting and publication were ordered filed. There being
<br />no protests, written or oral, Councilman Fields moved that the public hearing be closed, seconded by
<br />Councilman Stehle and carried.
<br />Councilman Fields moved adoption of RESOLUTION NO. 3254 BEING THE RESOLUTION OF PUBLIC CONVENIENCE AND
<br />NECESSITY MARSHALL STREET IMPROVEMENTS ( JEFFERSON AVENUE TO MAIN STREET), seconded by Councilman
<br />Granger and carried unanimously on roll call.
<br />Councilman Herkner moved adoption of RESOLUTION NO, 3255 APPROVING PLANS, PROFILES, DETAILED DRAWINGS
<br />AND SPECIFICATIONS MARSHALL STREET IMPROVEbIENTS (JEFFERSON AVENUE TO MAIN STREET), seconded by Council—
<br />man Rosselli and carried unanimously on roll call.
<br />Councilman Rosselli moved adoption of RESOLUTION NO. 3256 BEING A RESOLUTION OF INTENTION TO CONSTRUCT
<br />CERTAIN PUBLIC IMPROVEMENTS MARSHALL STREET IMPROVEMENTS (JEFFERSON AVENUE. TO MAIN STREET), seconded by
<br />Councilman Fields and carried unanimously an roll call.
<br />Councilman Granger moved adoption of RESOLUTION N0. 3257 FIXING MINIMUM WAGE SCALE MARSHALL STREET
<br />IMPROVEMENTS (JEFFERSON AVENUE TO MAIN STREET), seconded by Councilman Steblh and carried unanimously
<br />on roll call.
<br />Councilman Royer moved adoption of RESOLUTION N0, 3258. ORDERING CALL FOR BIDS MARSHALL STREET IMPROVE-
<br />MENTS (JEFFERSON AVENUE TO MAIN STREET), seconded by Councilman,Rosselli and carried unanimously' on
<br />roll call.,
<br />Councilman Stehle moved adoption of ORDINANCE N0. 985 APPROPRIATING THE SUM OF $2,500 FROM THE UNBUDGETED,
<br />UNAPPROPRIATED BALANCE OF THE GENERAL FUND TO GENERAL GOVERNMENT, MISCELLANEOUS EXPENDITURES, seconded
<br />by Councilman Fields and carried unanimously on roll call* The affidavit of publication wail ordered
<br />filed.
