Councilman Herkner and carried unanimously on roll calla The affidavit of publication was ordered filed. <br />Councilman Herkner moved adoption of ORDINANCE N0. 988 DISAPPROVING THE ANNEXATION OF CERTAIN <br />TER- <br />RITORY DESIGNATED tqDGEfOOD ANNEXATION N0. 1-011' TO THE CITY,OFREDNOOD CITY, seconded by Councilman Stehle <br />and carried unanimously on roll call. The affidavit of publication was ordered filed. <br />Introduce interim ordinance restricting "R" uses in "C" and "I" Districts. Three ordinances were drafted as a <br />possible choice. (1) regulated ,l1 C ar;d PI Districts throughout the City but allows the use permit; (2) <br />Regulates Bayshore C-3 F,Zoning, but allows the use permit; (3,) Regulates Bayshbre. C -3 -F zoning and does <br />not allow the use permit. Frank Brinkmar}, Qhamber of Commerce, asked that the matter be held in abeyance <br />until January 19th., The following people spoke in opposition: Morley Turner and Burton Turner, Cal -Bay <br />Development Corporation;, Chester Lebsack; William Bennetts Bennett Associates of San Carlos; Martin J. <br />Sweeney and Reuel Myers. Councilman Royer asked for a recommendation by the staff. Dick Wilkinson said the <br />staff recommends use permit basis in C -3 -F District on Bayshore Highway. Councilman Royer moved that this <br />matter be stricken from the agenda until such time as the Planning Commission hold their public hearing and <br />refer it back to the Council through the proper channnels (MINUTE ORDER #60-267), seconded by Councilman <br />Granger and carried on roll call with Councilmen Fields, Granger, Royer,Stehle and Mayor Weymouth voting <br />yes, Councilman Rosselli voting no and Councilman Herkner abstaining because of property interest. <br />Resolution authorizing exchange of deeds in connection with Edgecliff Way. This will permit connection of existing <br />unimproved and undedicated porion of Edgecli.ff Way recently annexed to the City, to the improved and dedi- <br />cated portion within Farm Hill Subdivision. Plans and specifications are being prepared by the engineer of the <br />owners of the improvement of this street. <br />As required by Section *q paragraph (h), appraisalg of the parcels to be exchanged have been made by the City <br />Assessor, as follows: It is our opinion that the exchange is equal in value. <br />Councilman Granger moved adoption of RESOLUTIOIQ NO. 3268 RELATING TO THE ALIGNMENT AND EXTENSION OF EDGECLIFF <br />WAY AND AUTHORIZING TIS ACCEPTANCE AND EXECUTION OF DEEDS THEREFOR, seconded by Councilman Herkner. Council- <br />man Fields moved to amend the motion to continue the matt@r until January 9th, seconded by Councilman Stehle. <br />s <br />The amendment lost on roll call with Councilmen Fields and Stehle voting yea, Councilmen Granger, Herkner, <br />Rosselli and Mayor Weymouth voting no and Councilman Royer abstaining because of future interest. :The ori- <br />ginal motion to adopt the resolution carried on roll call with Councilmen Granger, Herkner, Rosselli, Stehle <br />and Mayor Weymouth voting yes, Cooncilman Fields voting no and Councilman Royer abstaining. <br />Item 6 was stricken Fran the agenda, resolution approving agreement for membership of City of Redwood City in <br />Assoeiationof Bay Area Governments. <br />Request for cancellation of County Taxes on certain parcels acquired by the City for street purposes (Regent Street <br />Extension);. Councilman Granger moved adoption of RESOLUTION NO, 3269 REQUESTING REMOVAL OF REAL PROPERTY <br />ACQUIRED BY CITY OF REDWOOD CITX FROM C OUNTY ASSESSMENT RQLLS AND CANCELLATION OF OUTSTANDING TAXES THEREON, <br />seconded by Councilman Herkner and carried unanimously on roll call. <br />Recommendation of Personnel Board for classification survey. At the meeting of October 17, 1960, the matter of a <br />reclassification survey was referred by the Council to the Personnel Board for their report on the need for <br />such a survey,and recommendation as to the outside agency best qualified to make the study. Proposals were <br />received from three firms: Griffenhagen-Kroeger A ssociates, Alfred Beeson, and the State Cooperative <br />Personnel Services. The Personnel Board recommends that the Council contract with the State Cooperative <br />Personhel Services for an overall classification survey, at a quoted price not to exceed $2,950. <br />Councilman Granger, with the understanding that the Redwood City Personnel Board shall have no interference <br />and are in complete charge of the survey, moved adoption of RESOLUTION NO. 3270 AUTHORIZING AND APPROVING <br />AGREEMENT BETffEEN CITY AND STATE PERSONNEL BOARD FOR SURVEY AND PREPARATION OF CLASSIFICATION PLAN COVERING <br />EMPLOYEES OF CITY, seconded by Councilman Rosselli.
