<br /> <br /> <br /> SCOPE OF WORK <br /> <br /> <br /> We propose to prepare an Environmental Impact Report (EIR) to provide environmental review for <br /> the project, in accordance with CEQA Guidelines and the City of Redwood City's requirements. It is <br /> our understanding that a sufficient level of detail will be available to prepare a project-specific EIR <br /> addressing the proposed hospital renovation and expansion project. Where appropriate, the EIR will <br /> also describe, at a program-level, potential future development that may be allowed under the <br /> proposed Precise Plan. 1 A detailed scope of work is provided below. <br /> Our work on the EIR will be divided into two phases. Phase I involves preparation of an Initial Study <br /> to focus the Administrative Draft EIR (ADEIR), in conformance with CEQA Section Phase I <br /> will include our attendance at one project "kick-off' meeting and up to three meetings during <br /> preparation of the ADEIR. Up to copies of the ADEIlZ will be submitted to the City Staff for <br /> review and comment. Phase II will begin with the revision of the ADEIR, based upon the comments <br /> received. We will then submit a"screen-check" draft for City Staff review and approval. Once the <br /> city approves the document, the revised ADEIR will constitute the Draft EIR. Up to copies of the <br /> Draft EIR will be reproduced for the City to circulate to the public and public agencies for review. <br /> Phase II work will include our responding to the comments received on the Draft EIR and making any <br /> necessary revisions to the document, based upon the comments received or any new information <br /> provided by the City or applicant. The comments, responses to comments, revisions to the text of the <br /> Draft EIR, together with any additional information supplied by the City Staff or the applicant, will <br /> constitute the Responses to Comments document for the EIR. Phase II will also include DJP&A <br /> attendance at one meeting during the preparation of the Responses to Comments document, and up to <br /> three public hearings on the EIR. DJP&A will also prepare a Mitigation and Monitoring Program for <br /> the project as a part of Phase II work. The specific tasks in Phase I and Phase II are outlined below. <br /> Phase I <br /> A. EIR Initiation and Scoping <br /> DJP&A will attend an initial start-up meeting with the City of Redwood City Community <br /> Development Depariment staff Z, the applicant, and appropriate subconsultants to discuss the project, <br /> further define the EIR scope as needed, identify alternatives, and coordinate the scheduling and <br /> preparation of the EIR. DJP&A will attend a community EIR scoping meeting, as requested by the <br /> City. At this meeting, the DJP&A project manager will be prepared to explain the environmental <br /> review process and identify the environmental issues that will be addressed in the EIR. <br /> <br /> <br /> <br /> <br /> <br /> ~ It is our understanding that no Precise Plan development other than the Sequoia Hospital renovation and expansion <br /> is proposed at this time; therefore any other development will be considered in the secondary impacts secrion of the <br /> EIR. <br /> - 2 It is understood that the City has hired consultants to prepare the Precise Plan and to manage the overall project. <br /> For this purposes of this proposal, these consultants are considered City staff, since they will be working in that <br /> capacity as representatives of the City. <br /> Sequoia Hospital Campus Project/Precise Plan EIR Scope of Services <br /> David J.
