SCOPE OF WORK, cont. B. Preparation of the Notice of Preparation and Initial Study DJP&A will prepare the EIR Notice of Preparation (NOP), in accordance with the CEQA and City of Redwood City Guidelines. The NOP will include an explanation of why the City of Redwood City has elected to prepare an EIR. The NOP will include a brief project description and overview of the anticipated environmental impacts of the proposed project. An electronic copy of the NOP will be provided to the City, who will circulate the document to appropriate local and regional agencies. We will incorporate any relevant comments received on the NOP within the 30-day circulation period into ' the Administrative Draft EIR. ~ An Initial Study will be completed with an environmental checklist to focus the EIR on effects and issues that are determined to be significant for the project and project site, (CEQA Guidelines Section ~ The Initial Study can be circulated with the NOP and/or be appended to the Draft EIR. C. Preparation of the Administrative Draft EIR ~ DJP&A will prepare an Administrative Draft EIR (ADEIR). The ADEIR will focus on the potentially significant environmental impacts associated with the project. DJP&A will submit up to copies of ~ the ADEIR to the City for review and comment (this scope assumes that the City will provide copies to Sequoia Hospital for their review, if desired). An electronic version of the ADEIR, in WORD, will be provided to the staff, so that they may insert comments via the "track changes" mode. The specific ~ sections of the ADEIR are described below. Preface ~ The EIR will include a preface explaining why an EIR is being prepared for the project and summarizing the uses of the EIR. ~ EIR Summarv ~ The EIR will include a summary section consisring of a concise description of the proposed project, a brief narrative outlining the project's environmental impacts, and proposed or recommended mitigation measures. The summary will also describe the areas of public controversy and the ~ alternatives to the project. Proiect Descriution ~ The EIR will describe the proposed hospital renovation and expansion project, based upon information provided to DJP&A by the City and Sequoia Hospital. It is our understanding that the ~ project proposes renovations and expansion of the existing Sequoia Hospital at its 11-acre campus located at Alameda de las Pulgas. Upon completion, the expanded hospital will include hospital beds, square feet of hospital space with a new central plant to serve the expansion ~ area, square feet of new medical office, and a five-leve1632-space parking structure, for net new parking spaces. The project proposes seismic retrofitting of the existing hospital, in conformance with SB and renovation of approximately square feet of the existing ~ hospital.
