~

~ PROJECT TEAM, cont.

~ David J. Powers & Associates teams with technical specialists to provide the exact technical
information that is required for each particular project. Depending upon a project, we hire
subconsultants for traffic, noise, air quality, biology, hazardous material, and cultural resource
~ reports. In this respect, we are different from some other environmental consulting firms. We do not
have a large technical staff that needs to be kept working and be an expert on all issues of a particular
subject area. We can select the best subconsultant for a job, based on their familiarity with the project
~ location and the specific issues that are pertinent to that project. We have worked closely with many
or our subconsultants for up to years and they act as an extension of our firm. They know to give
us their top quality work, in order to keep getting our business. We feel this approach provides the
~ highest level of work and reduces overhead costs.

We have a long working history with the subconsultants we use, and through this history we know we
~ can count on them to provide quality, objective technical analyses. We work closely with the
subconsultants to determine their scope of work for each particular project and review and comment
on the draft technical report, when it is completed. Our long history in this business affords us the
~ experience to know the questions to ask, and have answered, to ensure that the quality of the
subconsultant work remains high.
~ PRIME CONSULTANT

~ David J.
