<br /> ~ <br /> <br /> ~ & Peers Associates will estimate the number of trips expected to be removed from the surrounding <br /> roadway system due to a full TDM program and assess the potential reduction/benefit to projected <br /> ~ intersection impacts and operations. <br /> Task 7 - Cumulative Conditions <br /> ~ Cumulative Conditions will be evaluated using traffic volumes from pending projects in the vicinity of <br /> the project site, as identified by City staff. The trips from pending projects in the area will be added to <br /> intersection volumes under Project Conditions to determine intersection volumes under Cumulative <br /> ~ Conditions. This would include growth throughout Redwood City as well as regional growth. Based <br /> on the resulting LOS analysis, improvements to provide acceptable operating levels will be identified. <br /> Task Assess Site Access, Circulation, Emergency Access and Parking <br /> ~ The level of detail currently available for the proposed project site is limited. Based on the available <br /> <br /> site plan, Fehr & Peers Associates will analyze the adequacy of site access and on-site circulation. <br /> ~ We will make recommendations on vehicular, pedestrian, and bicycle access to improve site access <br /> and on-site circulation. Interaction beiween pedestrian and vehicle activities will be reviewed to <br /> ° minimize the potential for conflict points. The effectiveness and safety of pedestrian and automobile <br /> access to on-site and off-site locations will be evaluated. Appropriate mitigation measures will be <br /> identified. Fehr & Peers Associates will analyze emergency vehicle access to the proposed project <br /> site, and recommendations to improve this access will be made as necessary. <br /> The proposed parking supply will be evaluated based on adherence to City code and based on <br /> projected demand using standard parking ratios. A reduced parking supplyto encourage the use of <br /> alternative modes will also be addressed and the potential impacts of providing a reduced parking <br /> supply will be identified (e.g., possible intrusion into adjacent properties and increased on-street <br /> demand). Access to the parking facility will be evaluated in terms of potential queuing problems at <br /> entrances and exits, and internal circulation will also be reviewed. <br /> Task Evaluate Construction Impacts The impacts of construction phasing to pedestrian circulation, traffic circulation, and parking will be <br /> <br /> evaluated based on a phasing plan provided by the City and/or project sponsor. The plan must <br /> provide adequate detail on the sequence of construction and what facilities will be provided (e.g., <br /> covered sidewalk, open/closed driveways). <br /> Task - Prepare Documentation <br /> The results of the analysis will be documented in a transportation impact analysis (TIA) report <br /> suitable for review by the City's Traffic Engineer. This scope assumes that the environmental <br /> consultant will prepare the Transportation/Circulation section of the ADEIR. Fehr & Peers will review <br /> the ADEIR section for accuracy prior to its submittal to city staff. We have assumed a total of <br /> staff hours to respond to City staff comments on both the TIA and ADEIR. <br /> We have assumed hours of staff time to respond to agency and public editorial comments on the <br /> DEIR. Responses to comments requiring substantial additional technical analysis will be prepared <br /> as an additional service and will be billed on a time-and-materials basis. <br /> Task - Meeting Attendance <br /> Two project team meetings and two public hearings will be attended in conjunction with this study. <br /> Additional meetings or hearing will be attended upon authorization and billed on a time-and-materials <br /> basis.
