Because of uncertainty as to the actual success <br />rate for the TDM program, the I(¡vel of vehi..;ie trip reduction needed to reduce the <br />impact at the Middlefield RoadtWoodside Road intersection cannot be assured, <br />and the impact would be significant and unavoidable. Although provision of <br />emergency vehicle signal pre-emption would not improve the general operating <br />conditions at this intersection to an acceptable level of service, it would improve <br />response time for emergency vehicles. <br /> <br />Overriding Consideration D.9b: The environmental, economic, social <br />and other benefits of the Project override the significant impact described above, <br />as more fully stated in the Statement of Overriding Considerations in Section 2 of <br />the Resolution. <br /> <br />Impact D.ge: The Project would degrade the level of service from LOS D <br />to LOS E at the signalized intersection of Bay RoadlWoodside Road during the <br />PM peak hour. <br /> <br />Mitigation Measure D.ge: In the absence of readily-attainable capacity- <br />enhancing measures to improve traffic conditions at the intersection of Bay <br />RoadlWoodside Road, the Project sponsor would implement Mitigation <br />Measure D.1 b (a more aggressive Transportation Demand Management [TDM] <br />program) to reduce the travel demand at this intersection. In addition, the Project <br />sponsor and the City of Redwood City shall work with Caltrans to add emergency <br />vehicle signal pre-emption to the traffic signal control at this signalized <br />intersection. The Project sponsor would be fully responsible for the enhanced <br />TDM program, and would pay its fair share of the cost of the emergency signal <br />pre-emption. <br /> <br />Finding D.ge: For this intersection to operate at an acceptable level <br />during the PM peak hour under Cumulative Plus Project Conditions, the <br />westbound right-turn lane and a receiving lane would be needed to <br />accommodate the additional through traffic (essentially, the lane configurations if <br />Woodside Road was widened). <br /> <br />These identified improvements include widening Woodside Road, which <br />the City of Redwood City has identified as undesirable because of Caltrans <br />design requirements. Therefore, to reduce impacts, it is recommended that the <br />Project sponsor intensify their TDM program to reduce peak-hour vehicle trips <br />(see Mitigation Measure D.1 b).
