<br />II. CUMULATIVE IMPACTS. The following impacts are considered <br />cumulative, describing the incremental impact of the Project when added to other <br />closely related past, present or reasonably probable future projects. The time period for <br />analyzing most cumulative impacts was the year 2020. Once again, the letters and <br />numbers assigned to each impact below correspond to the letters and numbers <br />assigned to each impact in the EIR itself. <br /> <br />As discussed below, implementation of the Project in conjunction with <br />other City-approved projects would have significant, unavoidable cumulative impacts on <br />Traffic and on Demand for Water. <br /> <br />A. <br /> <br />TRAFFIC, TRANSPORTATION, CIRCULATION AND PARKING. <br /> <br />Impact D.9: The Project would increase vehicle delays at certain area <br />intersections under cumulative (2020) conditions. (Significant). <br /> <br />Impact D.9b: The Project would increase vehicle delays within an already <br />unacceptable level of service by more than five seconds at the signalized <br />intersection of Middlefield RoadlWoodside Road during the PM peak hour. <br /> <br />Mitigation Measure D.9b: In the absence of readily-attainable capacity- <br />enhancing measures to improve traffic conditions at the intersection of <br />Middlefield RoadlWoodside Road, the Project sponsor would implement <br />Mitigation Measure D.1 b (a more aggressive Transportation Demand <br />Management [TDM] program) to reduce the travel demand at this intersection. In <br />addition, the Project sponsor and the City of Redwood City shall work with <br />Caltrans to add emergency vehicle signal pre-emption to the traffic signal control <br />at this signalized intersection. The Project sponsor would be fully responsible for <br />the enhanced TDM program, and would pay its fair share of the cost of the <br />emergency signal pre-emption. <br /> <br />Finding D.9b: For this intersection to operate at an acceptable level <br />during the PM peak hour under Cumulative Plus Project Conditions, the <br />dedicated eastbound and westbound right-turn lanes would need to be converted <br />to a shared through/right-turn lane in each direction and add a receiving lane in <br />each direction (essentially, the lane configurations if Woodside Road was <br />widened to three lanes in each direction). In addition, a second eastbound left- <br />turn lane would need to be constructed. <br /> <br />These identified improvements include widening Woodside Road, which <br />the City of Redwood City has identified as undesirable because of Caltrans <br />design requirements.
