<br />Overriding Consideration D.ge: The environmental, economic, social <br />and other benefits of the Project overriUb ih~ significant impact described above, <br />as more fully stated in the Statement of Overriding Considerations in Section 2 of <br />the Resolution. <br /> <br />Impact D.9d: The Project would increase vehicle delays within an already <br />unacceptable level of service by more than five seconds at the signalized <br />intersection of Broadway/Woodside Road during the AM and PM peak hours. <br /> <br />Mitigation Measure D.9d: Implement Mitigation Measure D.1 a (work with <br />Caltrans to modify the traffic signal phasing to provide an overlap phase during <br />which northbound right turns would be made (with a green arrow) simultaneously <br />with each of the signal phases for left turns from westbound Woodside Road and <br />from the southbound US 101 off-ramp, and add emergency vehicle signal <br />pre-emption to the traffic signal control). The Project sponsor would pay its fair <br />share of the cost of this measure. <br /> <br />Finding D.9d: As described under Mitigation Measure D.1 a, the City is <br />currently investigating modifications to improve operàtions at the intersection, <br />including minor geometric reconfigurations and possible turn restrictions. <br />Implementation of Mitigation Measure D.1 a would decrease. the Project- <br />generated increase in delay during the AM and PM peak hours to less than five <br />seconds and would improve response time for emergency vehicles, thereby <br />reducing the Project impact to a less-than-significant level. However, because of <br />constraints of available right-of-way, it is unlikely that any combination of turning <br />restrictions and geometric enhancements would be able to improve traffic <br />operating conditions to acceptable levels of service without eliminating one of the <br />five approaches to the intersection and reconfiguring the interchange. Also, it is <br />not certain that these traffic signal phasing modifications can be made since the <br />City would not be able to implement these without Caltrans approval. State <br />highways are in another agency's jurisdiction. Therefore, to further reduce <br />Project impacts, implementation of Mitigation Measure 0.1 b (more aggressive <br />measures as part of the Project sponsor's proposed TOM program to reduce the <br />travel demand at the intersection) is recommended. <br /> <br />Overriding Consideration D.9d: The environmental, economic, social <br />and other benefits of the Project override the significant impact described above, <br />as more fully stated in the Statement of Overriding Considerations in Section 2 of <br />the Resolution. <br /> <br />Impact D.ge: The Project would increase vehicle delays within an already <br />unacceptable level of service by more than five seconds at the signalized <br />intersection of Veterans BoulevardlWoodside Road during the PM peak hour. <br /> <br />Mitigation Measure D.ge: The Project sponsor and the City of Redwood <br />City shall work with Caltrans to modify the Veterans Boulevard/Woodside Road <br /> <br />7 <br />U:\ProjectslAbbott Labs\Planning Commission - EIR and Entitiements\Statement of Overriding ConsiderationslAbbott - Statement of <br />Overriding Considertions.doc <br />
