<br />intersection in one of the two alternative ways listed below. The Project sponsor <br />would pay its fair share of the cost of this measure. <br /> <br />. Add a second southbound through \ane on Veterans Bou\evard (and <br />add emergency vehicle signal pre-emption to the traffic signal control), <br />or <br /> <br />. Add a second westbound left-turn lane on Seaport Boulevard- <br />Woodside Road and modify the traffic signal to provide a westbound <br />overlap right-turn signal phase or a free westbound right-turn <br />movement (and add emergency vehicle signal pre-emption to the <br />traffic signal control). <br /> <br />Finding D.ge: Addition of a second southbound through lane on Veterans <br />Boulevard would improve conditions to an acceptable LOS D during the PM peak <br />hour under Cumulative with Project Conditions. It should be noted, however, that <br />a second receiving lane would need to be added to the US 101 on-ramp, and the <br />ramp would need to be widened to accommodate merging with the ramp <br />connection from eastbound Woodside Road. If the ramp is not sufficiently <br />widened, merging congestion could degrade ramp operations, making this <br />mitigation undesirable. Although provision of emergency vehicle signal pre- <br />emption would not improve the general operating conditions at this intersection to <br />an acceptable level of service, it would improve response time for emergency <br />vehicles. <br /> <br />Alternatively, a second westbound left-turn lane on Seaport Boulevard - <br />Woodside Road could be added to the intersection, and the traffic signal modified <br />so that westbound right turns would receive a green arrow simultaneous with <br />southbound left turns, creating an overlap right-turn signal phase. This <br />modification would require that southbound U-turns be prohibited at the <br />intersection. Similar to the above alternative intersection modification, this <br />measure would require the addition of a second receiving lane on the US 101 on- <br />ramp, and in addition, would require modification to the structure supporting US <br />101. Such modifications to US 101 features could be infeasible. Again similar to <br />the above alternative intersection modifications, while provision of emergency <br />vehicle signal pre-emption would not improve the general operating conditions at <br />this intersection to an acceptable level of service, it would improve response time <br />for emergency vehicles. <br /> <br />Instead of providing an overlap right-turn phase, it may be more desirable to <br />provide a "free" westbound right-turn movement. The dedicated right-turn lane <br />would require a receiving lane on Veterans Boulevard, and the turning movement <br />would not be controlled by the traffic signal at the intersection.
