These state highways are in another <br />agency's jurisdiction. <br /> <br />Overriding Consideration D.ge: The environmental. economic. social <br />and other benefits of the Project override the significant impact described above, <br />as more fully stated in the Statement of Overriding Considerations in Section 2 of <br />the Resolution. <br /> <br />Impact D.9f: The Project would degrade the level of service from LOS D <br />to LOS F at the signalized intersection of Blomquist Street/Seaport Boulevard <br />during the PM peak hour, and delays would increase within an already <br />unacceptable level of service by more than five seconds during the AM peak <br />hour. <br /> <br />Mitigation Measure D.9f: The Project sponsor would work with the City <br />of Redwood City to modify the lane configuration and the signal phasing at the <br />Blomquist Street/Seaport Boulevard intersection. The Project sponsor would pay <br />its fair share of the cost of this measure. <br /> <br />Finding D.9f: To mitigate Project impacts at the Blomquist Street/Seaport <br />Boulevard intersection, the following intersection modifications would be needed: <br /> <br />. Add a second dedicated northbound left-turn lane and restripe the <br />existing shared through/left-turn lane as a dedicated through lane; <br /> <br />. Add a second dedicated southbound left-turn lane; <br /> <br />. Add a dedicated westbound right-turn lane and restripe the shared <br />through/right-turn lane as a dedicated through lane; and <br /> <br />. Change north/south left-turn phasing from split-phase to protected- <br />phase. <br /> <br />With these intersection modifications, the intersection would operate at an <br />acceptable LOS D during the AM and PM peak hours. <br /> <br />It should be noted, however, that the addition of a lane to the southbound <br />approach would require coordination with the railroad company and the Public <br />Utilities Commission (PUC). Additionally, there may be inadequate room to add <br />a westbound right-turn lane due to the railroad tracks.
