<br />Thus, it is not certain Mitigation Measure D.9f can be implemented, since it <br />requires actions within another agencies' jurisdiction and may be physically and <br />economically infeasible. <br /> <br />Overriding Consideration D.9f: The environmental, economic, social <br />and other benefits of the Project override the significant impact described above, <br />as more fully stated in the Statement of Overriding Considerations in Section 2 of <br />the Resolution. <br /> <br />Impact D.11: The Project would increase the traffic volume-to-capacity <br />ratios on area freeways. (Significant) <br /> <br />Mitigation Measure D.11: The Project sponsor would implement <br />Mitigation Measure D.1 b (a more aggressive Transportation Demand <br />Management program). The Project sponsor would be fully responsible for this <br />measure. <br /> <br />Finding D.11: Impact D.11 is Significant and Unavoidable because the <br />actual success rate for Mitigation Measure D.1 b (a more aggressive TDM <br />program) is uncertain and therefore the level of vehicle trip reduction needed to <br />reduce the impact to US 101 and SR 84 cannot be ensured. Full mitigation of <br />this impact would require the addition of another through lane to these freeway <br />segments which is within the jurisdiction of another agency (Caltrans) and is <br />generally considered to be beyond the scope of a single development Project <br />and therefore considered infeasible. <br /> <br />Overriding Consideration D.11: The environmental, economic, social <br />and other benefits of the Project override the significant impact described above, <br />as more fully stated in the Statement of Overriding Considerations in Section 2 of <br />the Resolution. <br /> <br />B. <br /> <br />UTILITIES AND SERVICE SYSTEMS <br /> <br />Impact L.10: The Project would contribute to cumulative impacts on the <br />availability of domestic water supply. (Potentially Significant) <br /> <br />Mitigation Measure L.10: The Project sponsor shall implement Mitigation <br />Measures L.1 a through L.1 c. (Identified above) <br /> <br />Finding L.10: The uncertainty in the supply of water means this impact <br />may remain significant and unavoidable. The provision of recycled water may be <br />infeasible for technical (the building of the plant and distribution system) and/or <br />economic (the financing of the physical facilities) reasons.
