<br />Overriding Consideration L 10: The environmental, economic, social <br />and other benefits of the Project override the significant impact described above, <br />as more fully stated in the Statement of Overriding Considerations in Section 2 of <br />the Resolution. <br /> <br />III. ALTERNATIVES. CEQA requires an evaluation of the <br />comparative effects of a range of reasonable alternatives to a proposed project. The <br />following alternatives were evaluated in the EIR. <br /> <br />A. <br /> <br />NO PROJECT ALTERNATIVE <br /> <br />1. NO SUBSEQUENT DEVELOPMENT SUBAL TERNATIVE. <br /> <br />Description: Under this alternative, the Project would not be constructed <br />and all site characteristics would remain in their existing condition and in the <br />setting sections of Chapter IV of this EIR. No zoning map, or zoning text <br />amendment, or other approvals would be required under this alternative. <br /> <br />Finding: While this alternative would avoid the environmental impacts of <br />the Project because it would leave the site untouched in its current condition, <br />this alternative is infeasible and therefore rejected for the following reasons: <br /> <br />1. <br /> <br />This alternative would forgo the environmental benefits offered by <br />the Project including: <br /> <br />. <br /> <br />Removal of existing salt processing structures and <br />equipment from the site <br />Clearing subsurface soil containing diesel fuel <br />Creation of a greenbelt around the waterfront <br />perimeter of the site <br /> <br />. <br /> <br />. <br /> <br />2. <br /> <br />This alternative would forgo the economic benefits to the City <br />offered by the Pr'oject including: <br /> <br />. <br /> <br />Additional tax revenue to the City after re- <br />development of the site <br />Significant market support to the City's ongoing <br />revitalization efforts <br />Patronization of local business including restaurants <br />and retail services by the Project's anticipated 1300 <br />employees <br /> <br />. <br /> <br />. <br /> <br />11 <br />U:\ProjectslAbbott Labs\Planning Commission - EIR and Entitiements\Statement of Overriding ConsiderationslAbbott - Statement of <br />Overriding Considertions.doc <br />
