This would be an opportunity to get in <br />front of the issues and open dialogue. <br />C. 2005 Boards, Committees, and Commissions Recruitment and Selection <br />Process <br />Vice Mayor Pierce stated that discussion with Mayor Ira and the City Clerk about <br />how to make the process a better one for both the applicants and Council <br />Members. In order to develop a timeline with the goal of appointments occurring <br />May through June, this proposal was offered for consideration. <br />Recommendation: <br />M/S Hartnett/Foust to approve a recruitment, interview and selection process for <br />the Spring 2005 appointments that includes the revisions to the application and <br />interview process listed in staff report and the following: <br />1. Staff to establish a January through June timeline for Spring recruitment with <br />the goal of appointments to all seats prior to expiration of incumbents' terms <br />of office. (Board, Committee and Commission terms vary and end either on <br />May 31, June 30 or July 31). <br />2. Agreement on interview days and times – example: Monday evenings with <br />no scheduled Council meeting with interviews between 6:00 -9:00 p.m. <br />3. All recruitment advertisements to include interview dates and times <br />4. Staff to provide organized individual binders for Council Members' use to <br />store applications and other paperwork associated with the recruitment and <br />interview process <br />The motion passed by a unanimous voice vote by those present. <br />MINUTE ORDER 04 -209 <br />D. Council Member Ira Ruskin Assembly Seat Update <br />Mayor Ira asked City Attorney Yamamoto to provide any legal information and <br />parameters regarding the vacancy. City Attorney Yamamoto stated that <br />according to the City's Charter, Section 9, whenever a vacancy occurs it is the <br />Council's opportunity to make an appointment. Starting with the first day of the <br />vacancy, the Council has a 60 day period of time to make an appointment. The <br />appointee would need to be a resident an elector of city for at least 30 days prior <br />to the appointment. The appointee would serve in the office until such time as <br />there is a regular Municipal Election and at that time the Council position is then <br />up for election for the remainder of the term that existed.
