make an appointment within the 60 day period, the Council would then be <br />obligated to call for an election to be held to fill the position. <br />Public Comment: <br />Vance Smith offered his congratulations to Ira Ruskin and appreciated his <br />resigning in a manner that Council can go forward to appoint someone in the <br />community. He stated his amusement in that the Council has a selection process <br />in which Council Member Bain was appointed several years ago and Bill Stangel <br />was appointed years before that. The process was based on the next largest <br />number of votes for the Council positions in the last election. If that is the case, <br />he stated that someone he knows as a past Council Member and past <br />Chairperson of the Planning Commission, Paul Sanfilipo, has served on <br />numerous boards in government, business and entrepreneurial. He stated that <br />there is no need for a process or going to a vote. <br />Jeff Filippi congratulated Ira Ruskin and spoke on behalf of Paul Sanfilipo, <br />stating his pride in running Mr. Sanfilipo's last campaign. He encouraged the last <br />process be used, pointing to Mr. Sanfilipo having coming in next in votes after <br />the successful candidates, possessing proven leadership skills, good working <br />with others, is honest and ethical. <br />Paul Sanfilipo congratulated Ira Ruskin on his victory and reminded Council that <br />he is still interested in working on the City Council to help build and maintain a <br />more vibrant Redwood City. He asked that should Council choose to appoint, that <br />he be given the opportunity to show his knowledge, experience and desire to <br />represent the citizens of the city. <br />Mayor Ira stated that he would be assigning a Council subcommittee to explore <br />the process to fill the vacancy and any costs involved for all options. The <br />subcommittee would bring a report to Council for public discussion as soon as <br />possible to meet the 60 day deadline. Mayor Ira appointed Council Members <br />Bain, Foust and Howard to the subcommittee. <br />E. Council Member Hartnett — stated that as mentioned under Oral <br />Communications, the issue of field usage and field fees, specifically, as it relates <br />to the Sequoia High School, each field has its own set of bureaucrats who <br />administer the facilities and control them. The Superintendent and Board seem to <br />not play as big a role in that as exists in the Elementary School District which <br />treats its fields as community fields. The partnership with the Elementary School <br />District in scheduling fields outside the school hours has resulted in a positive <br />working relationship in a variety of ways, both field and non -field uses. The <br />relationship with the High School District has been in ways such as the City <br />providing space for programs and use of Red Morton and McGarvey field, but an <br />equal amount of partnership and cooperation has not been received from the <br />CITY COUNCIL AND REDEVELOPMENT AGENCY NOVEMBER 8, 2004 <br />JOINT MEETING MINUTES PAGE 9 <br />MINUTES Book No. 60 <br />Page No. 352 <br />
