Wagstaff and Associates Contract Exhibit "A" <br /> City of Redwood City Bair Island Road Development EIR <br /> October 25, 2001 Page I--3 <br /> <br />r Marina Shores Village Proiect EIR will include special emphasis on the following key <br /> environmental issues: <br /> <br />r 1. Land Use. The proposed two development sites constitute the major portion of the Bair <br /> island Road area. Anticipating the transformation of this area, the EIR must give special <br /> attention to the City's expressed desires to properly recognize the area's unique development <br /> opportunities, overcome existing land use incompatibilities, and ensure a future land use <br /> program which is internally unified, compatible with surrounding land uses, and consistent with <br /> current and evolving Redwood City General Plan general plan policies. <br /> <br />r 2. Visual Factors. The location of the project site between US 101 and the Bay and its <br />r visibility from US 101 create one of the City's key "gateway" districts. The two subject <br /> development sites constitute the major portion of the area. The future visual appearance of <br />r these two sites will largely determine the identity of'this prominent gateway district and of <br /> Redwood City as a whole. The sensitivity of the project design to this visual opportunity and <br /> to associated Redwood City visual and urban design policies will warrant careful consideration <br /> in the EIR. <br /> <br />r 3. Biological Resources. The biological resource implications of the project represent a <br /> principal concern of the City and the various jurisdictional agencies charged with managing <br /> and protecting the Bay's biological resources. The marina reconfiguration and dredging <br /> aspects of the project will involve potential impacts to intertidal and subtidal habitats, and will <br /> be subject to a high level of review by the public and various jurisdictional agencies. The EIR <br /> must adequately address the potential impacts of the project on such shoreline resources and <br /> -identify mitigations which incorporate the proper jurisdictional agency protocols. <br /> <br /> 4. Transportation and Circulation. The project area is currently served by one vehicular <br /> access route, Bair Island Road, which is linked to the Whipple Road and Woodside <br /> Expressway interchanges with US 101 by East Bayshore Road. The anticipated development <br /> program would contribute substantial additional peak period traffic to already considerable <br /> existing and anticipated cumulative traffic concentrations on these local and regional facilities. <br /> The residential intensity of the project in proximity to the substantial Seaport Plaza <br /> employment base may also result in substantial internalization of trips. The effects of the Bair <br /> ISland Road developments plus anticipated cumulative traffic on local roadway and transit <br /> facilities and associated mitigation responsibilities will therefore represent a key concern <br /> warranting thorough evaluation in the EIR. <br /> <br /> 5. Hydrology and Water QuailW. The project area is traversed by and contiguous to a <br /> sensitive bayside estuarine, intertidal and subtidal drainage system. The Bair Island Road <br /> area includes an existing storm drain pumping station. The anticipated development program <br /> may increase local runoff and will involve silt-producing dredging and fill operations, <br /> modifications to marina/harbor circulation patterns, and possible increases in stormwater and <br /> stormwater pollutants into the local drainage system.
